Pakistan-China railway to extend Beijing’s influence, says scholar

China should give its full effort to develop the China-Pakistan railway to extend China’s economic and political influence in the region and even to Africa, China’s state-owned Reference News cites an expert as saying.

China pledged US$4 billion to upgrade Pakistan’s rail network during President Xi Jinping’s visit to the country last week. A railway project that connects Kashgar in northwestern China’s Xinjiang region to the Pakistan port of Gwadar is also underway and is expected to play a major role in the economic corridor that the two nations have agreed to establish.

Gao Bai, a professor of sociology at Duke University in the United States and director of the National Research Center on Strategic Development of High-Speed Rail at Southwest Jiaotong University in Chengdu, has been a keen advocate of the China-Pakistan railway. In a 2013 article, Gao suggested that the railway could be a pillar for the expansion of China’s influence over land and could fundamentally impact the economic and political development of the region.

Gwadar Port, constructed by a Chinese firm, is now operated by a state-run Chinese company under contract for 40 years. The port sits on the western end of the Balochistan coast on the opposite end of the Gulf of Oman which is an important route for oil tankers from the Persian Gulf. It is also an important point that handles goods flowing out from western China and Central Asia to the Middle East, Europe and Africa.

The Gwadar-Kashgar railway is thus strategically significant as a shortcut for China to the Indian Ocean, said Gao, who believes that its construction may lead to the establishment of the Kashgar-Andijon railway via Kyrgyzstan and further facilitate the connection between Central Asian countries and India and the Indian Ocean.

First Silk Road rail cargo enters Iran

The first cargo carried on the Silk Road railway has entered Iran from the Central Asian nation of Kazakhstan, local officials said.

The cargo, including 45 freight wagons, crossed the Incha-Burun border with Turkmenistan into Iran, local officials in the Golestan province said.

It followed the signing of a document for cooperation between Iranian and Kazakh railway officials, head of the Northeast Railway 2 Mohammad Reza Qorbani said.

In their joint session, the mode of cooperation between Iran, Turkmenistan and Kazakhstan and other countries for transit and rail transportation was discussed.

“At the session, existing infrastructures and potentials of the Islamic Republic of Iran Railways and neighboring countries, Iran’s development plans and active transit corridors passing through Iran were discussed,” Qorbani said.

They also decided to work on developing the Incha-Burun-Bandar Abbas line as the new Silk Road route, he said.

The railway linking Iran to Turkmenistan and Kazakhstan at a length of 926 kilometers was inaugurated last year.

Iran and Central Asian nations have stepped up work on establishing an integrated freight railway network to link Asia to the Persian Gulf, Europe and Africa.

It is part of an ambitious Chinese plan to revive the Silk Road which would require building of a network of roads, railways, ports and airports.

China’s Xinjiang launches cargo train service to Moscow

URUMQI, June 10 (Xinhua) — Railway authorities in China’s far western Xinjiang region on Wednesday launched a cargo train service linking its regional capital of Urumqi with Moscow.

The one more cargo train service westward can help boost the development of the northwestern autonomous region, a “core area” of the Silk Road economic belt, said Liu Jianxin, vice governor of Xinjiang, at the launch ceremony.

Since March 2014, Xinjiang has opened cargo train service to Kazakhstan, Georgia, Iran, Turkey and also Chelyabinsk of Russia.

The first train, loaded with 1,300 tonnes of PVC, left Urumqi at 6:15 p.m. and is scheduled to reach Moscow more than 4,000 km away in about ten days. It will return with wood pulp from Russia.

Wang Hongxin, chairman of Xinjiang Zhongtai Chemical Co., Ltd., said the cargo service can help drive the company’s annual sales of PVC by 10 percent.

By the second half of the year, more than three cargo trains will run between Xinjiang and the destinations in Russia and also central and western Asia per week.

The trains can then transport 50 billion yuan (8.1 billion U.S. dollars) of cargo a year, Liu said.

China tables railway project linking to Pakistan

A research study regarding an international railway project linking Pakistan with China’s Xinjiang province through Azad Jammu and Kashmir has been commissioned by China, according to a Times of India and China Daily report.

The rail link funded primarily by China would connect Xinjiang’s western city Kashgar to the Gwadar deep sea port of Pakistan, said state-run China Daily while quoting the director of Xinjiang’s regional development and reform commission, Zhang Chunlin on the subject.

“The 1,800-km China-Pakistan railway is planned to also pass through Pakistan’s capital of Islamabad and Karachi,” Zhang had said at the two-day International Seminar on the Silk Road Economic Belt being held in Urumqi, Xinjiang’s capital.

Due to geo-strategic implications the project would be hard to proceed with, as it would be a requisite for the rail project to run through the Pamir Plateau and Karakoram Mountains. Although once completed it would emerge as one of the most strategically beneficial transportation infrastructures on the China-Pakistan economic corridor, opined Zhang.

“Although the cost of constructing the railway is expected to be high due to the hostile environment and complicated geographic conditions, the study of the project has already been started,” he added.

President Xi Jinping had also spoken in favour of rejuvenating conventional trade routes connecting China, Central Asia and Europe.

A multi-billion deal has already been signed to initiate work on an Economic Corridor linking Kashgar with the port city of Gwadar through AJK. It also implied revamping the already in place Karakoram road link despite the cynicism expressed by political analysts in China.

The project exhibits tremendous potential as it would enable China to run a port alongside Gulf of Oman which is deemed to be a hub for activities relating to oil tankers.

India however has objected to the project citing concerns that the said route would involve a disputed territory. Pakistan had given the operational key of the port city of Gwadar to Beijing back in 2013, a move deeply detested by India as it alleged it could provide a chance to China to monitor its port activities.

Pakistan Railway Decided to Provide Free Internet Facility For Passengers in Trains

Lahore: After Pakistan International Airlines (PIA), Pakistan Railway Department also decided to provide internet and modern facilities for passengers in train. According to Express News, Railway officials has decided to provide Internet access to passenger within trains, passengers will be provided free Internet access and wireless Internet access (Wi- Fi) systems.

Federal Minister Railway Khawaja Saad Rafique while talking to media said that Railways have reduced train fares. He said that “We are working had to get Railways back to its feet and will again restore passengers confidence” .

Note : The PIA also provide phone and SMS service for passengers over flying.

The establishment and its intellectuals’ priority has never been the rights of the Baloch and Sindhis

The envisaged Gwadar-Khunjrab-Kashgar railway and oil pipeline, for which a feasibility report was completed by Chinese engineers before Chinese Premier Wen Jiabao’s 2010 visit to Pakistan, bodes evil for the Baloch people’s rights. This is but a part of the larger strategy aimed at ensuring that Balochistan becomes the Tibet and Xinjiang of Pakistan. Masood Khan, Pakistan’s Ambassador to China, had then stated, “We support China’s policy on Tibet, Xinjiang and human rights.” China-Pakistan relations are based on mutual support for human rights violations.

This is amply proved by the fact that during the 23rd regular session of the United Nations Human Rights Council’s general debate in Geneva on June 7, 2013, when Balochistan’s representative to the UN Mehran Marri spoke about Pakistan’s continuing human rights abuses and recent farcical elections in Balochistan, the Pakistani delegate objected, and was supported by the Chinese and Cuban delegates. However, much to their chagrin, the US and UK representatives taking strong exception to their objections, supported Marri and called on the session chair to allow him to complete his statement and be allowed on record. Ironically, the Cuban representative said it was unacceptable for an NGO, conveniently forgetting that they too were once an NGO (pun intended), to attack the territorial integrity and independence of a sovereign state.

The continuing Afghan influx has already changed the demographic balance in parts of Balochistan. This proposed railway will help Pakistan usher in engineered demographic changes to turn the Baloch into a minority in their own land. The recently installed extremely pliable government in Quetta — whose titular chief minister cannot even name a cabinet without Nawaz Sharif’s consent — fully supports these sham mega-projects to bring about required demographic changes. The systematic engineered demographic changes combined with the brutal killings of Baloch activists and ordinary people suspected of sympathies with the Sarmachars (insurgents) are the two-pronged attacks that the Pakistani establishment has unleashed on the Baloch people. The demography issue is a life and death issue as the Baloch people’s destiny hinges on it and the resistance they can muster.

The Pashtuns too are suffering because of the harebrained dreams of strategic depth, which the deep state refuses to abandon in the hope of becoming the arbiter of Afghanistan’s fate and the hope to keep India on the back foot with its non-state actors. This ludicrous policy also sustains sectarian terror.

Sindhis have had the worst of both worlds and are rapidly turning into a minority in Sindh. Once again demands for shifting Biharis there are being made. This does not mean that they have not been coming in slowly, steadily and surreptitiously; where even mechanics can get blue passports at a price, getting an NIC is not a big deal. Thousands of Afghans refugees are bona fide citizens of Sindh; an Afghan colony is slowly taking shape near Bhit Shah and may well become a Sohrab Goth.

Woman jumps from speeding train to escape molesters

A woman jumped from a speeding express train suffering injuries on her head and legs to escape from molesters who were identified as army jawans near Ara junction in Bihar’s Bhojpur district today, officials said.

Bhojpur District Magistrate Pratima S Verma told PTI that the woman from Darjeeling in West Bengal jumped out of the 14055 UP Dibrugarh-Delhi Brahmaputra Express at Jagjivan Halt to escape from the clutches of the molesters.

The woman in her thirties suffered injuries on the head and legs and was admitted to the Sadar Hospital at Ara, the district headquarters of Bhojpur, around 50 km from Patna.

One of the molesters, identified as army jawan Ramesh Kumar hailing from Himachal Pradesh, was caught by an Assam Rifles man A D Upadhyay from the toilet where he was hiding, police sources said.

He was handed over to the Railway Protection Force at Buxar, the sources said.

Inspector General of Police, Rail, Vinay Kumar said in Patna that another army jawan was involved in molesting the woman on the train. The second jawan escaped to another bogey of the train taking advantage of chaos, he said. ….

Railway track blown up in Noshki, Balochistan

NOSHKI: Unknown attackers blew up a track of Pakistan Railways in the Zangi Abad area of Noshki district on Monday.

According to Levies force, unknown men had attached an explosive device along the track which went off. However, no loss of life was reported.

The blast damaged a seven-feet-long portion of the track causing suspension of train services in the surrounding areas.

After the incident, law enforcement agencies and Levies force reached the site and cordoned off the entire area. They started an investigation to trace the suspects.

Not learning a lesson from the debacle of East Pakistan has brought Balochistan to the point where it is at the brink of ending its ties with the rest of the country, and the blame is being put on the ‘foreign element’ and the ‘misguided’ Baloch. If the real powers running the country refuse to hear the cries of Sindhis at this time, they would have no one to blame but themselves.

The PPP was always seen as a ray of hope for the Sindhis for a long time. A kind of last refuge. This administration has brought a common Sindhi to the point where he feels robbed of this hope. If ever there existed a Sindh card, the government has already sold it to its coalition partners for a few years in power

The attacks launched with home-made bombs disrupted railway traffic on main line for hours and the trains destined to Karachi and parts of Punjab were stopped on various stations between Ghotki and Karachi. ….

14 blasts rock Sindh railway track

KARACHI/HYDERABAD: Lengths of railway track were blown up in Bin Qasim, Nawabshah, Hyderabad, and Pud Eidan, Khairpur and Ghotki somewhere before and after dawn stopping the up and down traffic, Geo News reported Saturday.

According to police, two blasts were heard before they found out a sizable part of the main track, going through Long Khan Kairio village area of Nawabshah, has been damaged.

Later, a couple of similar blasts were also reported from Qasimabad area of Hyderabad, where 1-2 feet long rail tracks came off in the wake of explosions. To boot, blasts near Latifabad area also reportedly damaged the rails taking the tally to four in Hyderabad alone that too within hours.

Moreover, culprits, also targeted rails near Pud Eaidan area using the same modus operandi i.e. two IEDs planted close by detonating one after another.

Reports of a similar sabotage also came from Kotri, Ghotki and Bin Qasim.

All the up and down trains have been stopped to safety. Railway sources told that Zakaria and Fareed Express were stopped at Sadiqabad.

Fortunately no passenger/cargo train was anywhere near the blast sites, otherwise major casualties could have been the outcome of these perpetrations.

Police have condoned off the site to launch an investigation as well as search for probable explosive devices or the culprits hiding nearby.

Pakistan’s finest are at it again, but why?

The “defence of Pakistan” council has held several public meetings (each probably costing millions of rupees) in different parts of the country and is now headed for a “mother of all jalsas” at Karachi on Feb 12th. All the usual suspects are there. Jamat ud Dawa (reincarnation of the blessed Lashkar e Tyaba of Mumbai atrocity fame) is leading the way, but  everyone who is anyone is there. Sheeda Tully is there (He was Musharraf’s railway minister and helped to run it into the ground, after having held several other ministries, his farmhouse was famously listed as a gathering spot for Kashmiri Jihadis in the 1990s). Zia ul Haq’s son, Ejaz ul Haq is there. Hamid Gul is there.
But why?

Why has military intelligence, in its infinite wisdom, activated every zombie from the good old days of the Kashmir Jihad?
Is it to get more money out of Uncle Sam? That particular ATM may be out of cash right now, so its probably not that.
Is it because the bloody civilians may actually be able to do shocking things like start normal trade with India? so what? what is the threat here?

Is it something to do with the ongoing bumbling “get Zardari operation”.

Is it because the army has split into factions and the jihadi faction is trying to embarrass the mercenary faction?

Pakistan is near to declare bankruptcy

Rs100 crore a day

Pakistan’s Public Sector Enterprises (PSEs) are falling like nine pins. The Pakistan Railways, the Pakistan International Airlines, the Pakistan Steel Mills, the Pakistan Electric Power Company (Pepco), the Pakistan Agricultural Storage and Services Corporation (Passco) and the Utility Stores Corporation (USC) collectively end up loosing Rs360 billion a year – Rs100 crore a day every day of the year. That’s a hundred crore the government does not have – so it begs, borrows, steals and prints.

Currently, Nadeem Khan Yousufzai, MD PIA, is managing to lose Rs7 crore a day every day of the year. Haji Ghulam Ahmad Bilour, Federal Minister of Railways, is managing to lose Rs5 crore a day every day of the year. PIA’s half yearly report titled “Flying towards a prosperous future” reports that liabilities went up from Rs62 billion in 2005 to Rs200 billion in 2009. PIA’s annual report titled “We stand for national values” reports that net losses at the PIA have gone up from Rs4.4 billion in 2005 to Rs35 billion in 2008. At the Pakistan Railways, the overdraft now floats around a hefty Rs48 billion.

In mid-2009, the Pepco’s circular debt had reached a colossal Rs300 billion and that’s when the Government of Pakistan gave birth to another illegitimate dragon – Power Holding Company. The new dragon took over all of the Pepco’s sins by borrowing heavily from the banking sector but within two years of that take-over the Pepco committed 300 billion additional sins. And now the banks have not much left to lend.

The power sector debt – Rs485 billion and rising fast – just by itself has the potential of landing Pakistan’s entire banking sector into the gutter. Loosing Rs100 crore a day every day of the year will land the government into a ditch deeper than the government has ever been in.

We desperately need a Public Sector Turnaround Strategy (PSTS) without which our very survival as an effective nation-state is at stake. Our survival is at stake and yet our decision-makers are all about political rallies. I was once told that politics is the second oldest profession but the way our politicians are practicing politics it bears a close resemblance to the first. ….

Gangs using children as sex workers, says NGO

Hundreds of thousands of children are victims of physical and mental torture in schools, religious seminaries and homes: SPARC

QUETTA: Organised criminal gangs are using thousands of children as sex workers across the country, a workshop on children’s rights organised by the Society for Protection of Rights of the Child (SPARC) was informed on Friday.

Muhammad Hanif Panezai, the chief of SPARC’s Balochistan chapter, said a survey had revealed that thousands of children were being used as sex workers at bus and truck stands and railway stations.

“Internet cafes and videogames’ shops are also being used for the purpose,” he said, adding that men belonging to several criminal networks remain present at these places to trap children and later use them as sex workers,” Mr Panezai said.

The Programme Manager of SPARC’s Khyber Pakhtunkhwa chapter, Mr Imran Khan Takkar, said a survey had revealed that 80 per cent of 1.5 million street children in Pakistan were victims of sexual abuse.

He said that organised criminal networks were using children to make pornographic material and later blackmailing them to commit heinous crimes, including suicide bombings. ….

Bombs damage tracks at three railway stations

NAWABSHAH: Four explosions were reported on rail tracks at three different train stations in interior Sindh. The explosions occurred on railway tracks near the train stations of Nawabshah, Ghotki, Sanghar, Ranipur and Kharipur railway stations. Two of the bombs went off on a rail track in Ghotki, police said. An unknown and shadowy group, Jiey Sindh Liberation Movement [JSLM] has allegedly claimed responsibility of the blasts. ..
