Financial irregularities of Rs 50 billion detected in PAF

ISLAMABAD: The Auditor General of Pakistan (AGP) has detected serious financial irregularities exceeding Rs 30 billion, including embezzlements, violation of rules, unauthorised occupation of public land and related malpractices, in the annual accounts of Pakistan Air Force (PAF).
In its audit report for the financial year 2013-14 on the PAF accounts, the AGP has found that unauthorised expenditure exceeding Rs 25 billion has been incurred by the PAF authorities in terms of awarding an illegal consultancy contract to a private firm to execute a highly classified project. Moreover, the AGP has highlighted six instances related to unauthorised or illegal occupation of public land by the PAF that caused the national exchequer a loss of Rs 355 million in the last financial year.
According to the audit report, the PAF awarded contract number 08/2008 in an ‘unauthorised, illegal and incompetent’ manner, valued at Rs 429.234 million, to Kashif Aslam & Associates Private Limited for the development of PAF Base Shahbaz in Jacobabad, instead of awarding this contract to Military Engineering Services (MES), that is the competent authority to carry out such sensitive contracts in the defence sector. The project’s initial cost was Rs 7 billion but escalated to a total cost of Rs 25 billion under highly questionable circumstances amid alleged financial foul play committed by the PAF officials in collusion with the consultant.

Militants storm Kamra Airbase

ATTOCK: Unknown militants launched an armed attack on Kamrah airbase in the wee hours of Thursday where fierce gun-battle is underway while blasts are also being heard intermittently at the Pakistan Air Force (PAF) facility, Geo News reported.

There is a report of loss of life from both sides in the incident but it still remains unconfirmed.

According to Geo News correspondent, Saleh Zafir the army has been called out while the Pak army’s 111-brigade has already made it to the site of the incident to take part in the operation.

Sources told Geo News that the militants stormed the base from Pind Salman Makhan at 2:30 AM Thursday.

The sound of loud blasts at the base suggests that the militants are making use of the hand grenades they had on them as they made their way into the facility.

Sources also said that the security forces have managed to stop further advancement of the assailants into the base and presently an armed encounter between the two sides is underway.

The possible aim of the attack could be to cause damage to the parked aircraft of Pakistan Air Force or to hold the personnel present at the base hostage.

The attack is similar to that of Karachi Naval Base, PNS Mehran which took place on May 22, 2011. The militants had killed several Naval personnel besides destroying two P-3C Orion aircraft.

Balochistan – Heavy bombardment on Dera Bugti by the Pakistan Armed Forces

According to Balochistan Liberation Front (BLF), heavy bombardment taking place in Dera Bugti since this morning by Pakistan Armed Force at least 12 civilians confirmed to dead and over 26 wounded. Those who lost their lives in bombardment have been named as Hangal Bugti S/O Lal Khan, Wader Abdul Rehman S/O Wadero Shahi Bugti, Goddaa S/O Ezzat Bugti, Band Ali S/O Meer Dost Bugti, Gull Mohammad Bugti S/O Peer Mohammd Bugti, Durro Bugti S/O Rasool Bux Bugti, Karim Bux Bugti S/O Jamal Bugti , Janar Bugti S/O Wassna Bugti , Jalal Khan Bugti S/O Dhani Bux Bugti.

According to Waja “Dodo Baloch” of Balochistan Libration Front, in the retaliation, the Baloch Sarmachars have attacked on the cantonment of Pakistan Frontier Constabulary and in the battle of the 20 minutes, 9 F.C. soldiers shot dead and the Baloch Sarmachars also destroyed a check post that was under construction near Buleda area.

15 militants killed, 4 hideouts destroyed in Orakzai Agency

At least 15 militants were killed and several injured when airforce jets bombed suspected hideouts of miscreants in upper Orakzai agency on Thursday.

Official sources said that the aircraft bombed the hideouts of militants in various areas of Upper Orakzai Agency including Bermela, Khadizai, Mamozai, Samabazar and adjoining areas destroying four hideouts of the militants.

The day he took over the PAF in July 1965, he discovered much to his chagrin and more so for Asghar Khan that neither had been told by president Ayub Khan or Gen Musa that thousands of mujahideen including Pakistan army commandoes had been launched to take Kashmir. He shot off to GHQ to confront Gen Musa, the army chief, asking why the PAF had been kept in the dark. Musa told him that the president did not want to escalate the limited operation and the PAF had to stay out.

Nur Khan had anxious moments knowing that the ill-conceived action would inevitably conflagrate. What would he say to the nation if the Indian Air Force (IAF) was to pre-empt and ground the PAF in a relentless air operation? The rest is history. But for his alacrity and strategic perception the PAF would been devastated by a numerically preponderant IAF.

Nur Khan put the PAF on red alert on Sept 1 as the army’s Operation Gibraltar came to a grinding halt and the Indians began a massive assault against Pakistan. In those moments Nur Khan was deeply concerned about the survival of the mujahideen force in the Kashmir valley with no hope for supply reinforcements. …..

Shamsi Air base – By Air Marshal Ayaz A Khan (R)

The disused Bhandari airstrip 200 miles south of Quetta in Balochistan was gifted to Shiekh Zahid Al-Nahyan the ruler of Abu Dhabi by the government of Pakistan in the 1990’s. The airstrip called Shamsi was developed by Emirates Shieks into a jet capable airfield , and was used for falcon hunting of rare Bustards in Balochistan. It was leased out to US Central Intelligence Agency in 2001 by UAE with President Musharraf’s approval, and was developed by the United States Air Force as a military air base in great secrecy for bombing of Afghanistan. CIA occupation of the base clearly had his approval. General Pervez Musharraf as President should have comprehended the long time strategic implications of handing over Shamsi air base to Washington! Development of of Shamsi for clandestine operations was kept a highly guarded secret, and Chief Minister Magsi and even Corps Commander were not allowed to visit it, when it was being developed for Drone operations and construction of the required infrastructure for this purpose was taking place. There is no evidence on record that the UAE government handed over Shamsi to the CIA for Drone operations. I was general Musharraf who handed over Shamsi and allowed US Air Force operations against Taliban and Al-Qaeda militants from some other PAF bases including the Shahbaz Air Base. ….

KARACHI, Pakistan – Islamist militants stormed a naval base in the Pakistani city of Karachi late Sunday, destroying a U.S.-supplied surveillance aircraft, firing rockets and battling commandos sent to subdue them in one of the most brazen attacks in years, officials said.

At least four navy personnel were killed and nine wounded in fighting at the Naval Station Mehran that was going on more than four hours after the strike began, said navy spokesman Irfan ul Haq. He did not know how many militants had been killed or wounded.

Between 10 and 15 attackers entered the high-security facility before splitting up into smaller groups, setting off explosions and hiding in the sprawling facility, he said.

“We are receiving fire from different directions,” said another spokesman, Salman Ali.

The coordinated strike rocked the country’s largest city just under three weeks after the death of Osama bin Laden in an American raid on the northwestern garrison city of Abbottabad, an event al-Qaida allied extremists here have vowed to avenge. ….

PAF is running a torture cell: 6 Christians were tortured, a girl lost her legs

The Asian Human Rights Commission (AHRC) has received a report of the torture of six persons from a Christian family by officials of the Pakistan Air Force. The arrest and torture continued for a period of 18 days and was due to the suspicion that they had stolen gold ornaments from the house of a Wing Commander in the Pakistan Air Force (PAF). A 14 year-old girl and her 16 year-old brother were tortured by the Wing Commander himself. As a result the girl is now disabled and neither she nor her brother is able to walk properly. A Session Court has helped obtain the victims’ release but has not initiated any judicial process against the officials of the PAF even after finding evidence that the family was tortured and being detained illegally in the PAF torture cell.
