A national challenge

Pakistan is being left behind as more developing countries make an effort to capitalize on the full human potential of their female population to drive economic development and social transformation. Muslim countries such as Bangladesh and Malaysia have made significant progress in implementing gender equality in five critical areas: economic participation, economic opportunity, political empowerment, educational attainment, and health and well-being. If Pakistan is to make economic and social progress in the near future it needs to educate its women from primary to the highest levels, open up economic opportunities to women, introduce social infrastructure and services to unburden women of the domestic and child care burdens and enforce laws to protect women’s rights. Hopefully, the education and empowerment of women in Pakistan will also result in a more caring, tolerant, just and peaceful society.

Vanishing Sindhis!

I share the following appeal from Mr. Mekan Vandiyar on “Vanishing Sindhis!”. Please share your comments and suggestions to mekan39@yahoo.com

My own comment is that Sindhis in Sindh, Sindhis in India and Sindhis living elsewhere should not be disheartened as there are encouraging signs that Sindhis all over the world can even say today “here is a Sindhi girl / boy from the Globe”. I do not have much insight into the notion that Sindhis in India can win a separate province, however, I feel that the harsh barriers that have kept Sindhis in India and Sindhis in Sindh, Pakistan away from each other will soon vanish and all Sindhis will also be be able to say “”here is a Sindhi girl / boy who loves Sindh as much as their new homeland“.

A recent announcement by the Indian and Pakistani government that they are normalizing business and economic relations and giving each other the “most favorite trading partner” status is one of those signs. The Sindhis from all over the world should not only encourage but also organize and participate in events that welcome every Sindhi regardless of where they live now. For example, the Sindhi Association of North America (SANA) whose members predominantly consist of those who migrated from Sindh (Pakistan) into the USA has been in the forefront of inviting prominent educationalists, political leaders, and writers who now live in India. It is time that all other Sindhi associations also follow this practice to bridge the gaps that may exist between various Sindhi communities.

Lastly, I assure Mr. Vandiyar that Sindhis in Sindh are more than ever determined to protect and advance Sindhi language, Sindhi heritage, Sindh culture of peace, and Sindhi identity. They are and will continue provide all their support to Sindhis in India or elsewhere in the world in their efforts to protect their and advance their Sindhi language, Sindhi heritage, Sindh culture, and Sindhi identity.

Sindhi-Mohajir Rapprochement is possible

– Rapprochement is possible

ONCE again, differences between the PPP and MQM have translated into a Sindhi-Mohajir confrontation. In fact, the reasons for this are inherent in the politics of both parties.

The politics of PPP which it calls ‘the politics of reconciliation’ is in fact politics without principles that negates its manifesto. For example, the party promised to undo the Musharraf-era division of Hyderabad district and the clubbing together of Karachi’s five districts, which Benazir Bhutto criticised as an administrative division imposed by a dictator. But the promise was never fulfilled.

The PPP’s major fault is, however, to take the support of Sindhis for granted. It has failed to recognise that the Sindhi people’s love for their motherland transcends party lines, all sacrifices rendered by the PPP or any other party notwithstanding, and that their unity of thought on major issues is phenomenal.

The MQM’s politics appears to be based on the ethnic sentiments of its voters, which when exploited, have the damaging effect of causing dislike for those who do not speak Urdu. The journey from ‘Mohajir’ to ‘Muttahida’ was considered a policy shift towards the integration of MQM supporters with the rest of Sindh. But it turned out to be more a change of strategy than of heart.

Such politics tend to paint all Urdu-speaking people with the same brush although most are progressive and liberal and desire peace and integration. Pakistan’s security establishment, the guardians of the ‘ideological and geographical frontiers’ of the country, have contributed their own bit to this confrontation so that the province has reached its present status of seemingly insurmountable problems.

Consciously or unconsciously, a large segment of the Urdu-speaking intelligentsia, civil society and media have either kept quiet or are perceived as supporting such an ethnic viewpoint thereby increasing the rift. Pervez Musharraf’s dictatorship further widened the gulf through deliberate design to give control of Sindh’s urban centres to the MQM as independent administrative units through the district government system. The LGO 2001 appeared to dovetail with the thinking of those who supported the idea of a Mohajir province in Sindh. This resulted in causing suspicion among Sindhis, who despite the numerous merits of the local government system, rejected the change as an attempt to divide Sindh.

Sindhis voted for the PPP and its manifesto which promised to undo all Musharraf’s actions including the local government system of 2001. Since then, there have been incessant demands for the promised actions.

One point must be noted here. Since 1988, the MQM and the PPP have shared power in Sindh three times. Without going into the deeper factors, the general acceptance of the power-sharing by the masses is indicative that by and large the voters and also the people are fundamentally in favour of coexistence between the Sindh- and Urdu-speaking-sindhis of the province.

Another point worth noting is that the ‘Sindh card’ often played by the PPP whenever it has been in trouble is in effect dead from this point on.

Rather than acting on people’s aspirations, the PPP government has resorted to unprincipled politics, refusing to understand the larger issues involved in the present controversy and thus further aggravating the Sindhi-Urdu (Mohajir) divide.

The angry reaction of Sindhis against the PPP and MQM must be seen against this backdrop. It is not about a few nationalist leaders, intellectuals and members of civil society agitating the people. Neither is it about the present district government controversy. It is the pent-up frustration and anger of many decades of authoritarian and military rule in Pakistan, especially in Sindh. It is about what is seen as the plunder of Sindh’s resources without corresponding benefits to Sindh.

It is about the ownership of two prosperous cities of Sindh, established and developed by a competent and dedicated mercantile and cosmopolitan Sindhi Hindu and Muslim class that flourished much before Pakistan came into existence. It is about the humiliation of seeing a provincial assembly passing a resolution to in effect put a ban on Sindhis getting admission in public-sector professional institutions and employment in the multinational companies. It is also about the frustration at the unending cycle of blood on the streets.This constant confrontation between Sindhis and Mohajirs (urdu-speaking-sindhis0 is a source of great loss to Pakistan and still greater loss to Sindh. Despite being secular and progressive, Sindh lags behind in terms of economic and social development because of the albatross of PPP and MQM policies. Sindh is a prosperous and resource-rich province. It is also a land of secular and liberal people who have given strong political leadership to Pakistan from Jinnah to Benazir Bhutto.

It presented the incumbent PPP government an unmatched opportunity to correct all the wrongs done to the country by the civil and military establishment of Pakistan. A strong democratic and plural society, could have been created to tackle terrorism, the sectarian and ethnic divide and violence in politics but the opportunity was lost by the PPP. The MQM’s alignment with the security establishment further damaged the cause.

There is still hope though. The present revolt against the PPP indicates that Sindhis can reject their own elected government if they fear a division of the province. This raises the opportunity for progressive Urdu-speaking Sindhis to join hands with the Sindhis to make the province an ideal homeland setting an example of peaceful coexistence and democracy.

Anna Hazare’s message to the Nation

My Dear friends, A decisive battle against corruption has begun. We are not against any political party. We want systemic reforms. We want a corruption-free country. After all, what are the people asking for – a strong anti-corruption law which provides for honest and time-bound investigations and trials that result in jail for the guilty, confiscation of embezzled money and their dismissal from service? Are we asking too much? For two months, we were talking to the government.

Government seems unwilling to take even small steps against corruption. Government appears insincere. We have met all prominent political leaders. We have tried everything. What do we do now? When I announced my indefinite fast from 16th August, the government threatened that they would crush us the way they crushed Baba Ramdev’s peaceful agitation.

Friends, this is a historic opportunity. We can’t afford to lose it. We are determined to fight to the end. If they arrest us, we will peacefully offer ourselves. If they use batons and bullets, we will happily lay down our lives but will not leave the place. We will not retaliate. It will be a completely non-violent movement. “If you fast on 16th August, you will be crushed” – this is what they are saying. “We will impose section 144 on Jantar Mantar” – this is what they are thinking. But I say that if every citizen in this country takes off from his work from 16th August, comes on the streets in front of his house, at the crossing, with a tricolor in his hands shouting “Mata ki Jai” and raising slogans against corruption, they will fall short of batons and bullets. The government may arrest one Anna Hazare but how will they arrest 120 crore Anna Hazares? They may impose section 144 at one Jantar Mantar but will they impose section 144 on the whole country? And let me tell you – the police and army is with us. At traffic signals, policemen stop us, express their support and wish us well; at Raj Ghat, the policemen donated generously for the movement! So, will you take off from your work from 16 August? Will you descend on the streets with me? This year, the country will wait for 16th rather than 15th August. In solidarity.

Civilian supremacy over military: a process, not a transaction – Dr Mohammad Taqi

In post-bin Laden Pakistan, a unique prospect exists for the civilian leadership to neutralise the establishment and literally reverse the power equation. Such a constellation of events does not happen often and the agents of the status quo are hard at work to quickly close this small window of opportunity

Wherever and whenever nation-states make the transition towards a democratic form of government, the question about civilian supremacy over the military is bound to come up. In stable western democracies, such as the US and Japan, both convention and the constitution provide well-established safeguards against the military’s encroachment on the civilian power to oversee and control it. But in budding democracies, and especially countries like Pakistan that go through praetorian autocracy and democracy in a cyclical fashion, the issue of civil-military balance of power remains highly complex, unresolved and pernicious.

It was this struggle for power that Samuel Adams — one of the US’s founding fathers — had warned against, in a letter to James Warren: “A standing army, however necessary it may be at some times, is always dangerous to the liberties of the people. Soldiers are apt to consider themselves as a body distinct from the rest of the citizens. They have their arms always in their hands…Such a power should be watched with a jealous eye.”

Standing armies have nonetheless become a norm and the citizens’ militias, looked upon favourably by Adams and the legendary Baloch leader Sher Muhammad Marri, as a bulwark against martial law, have survived just in theory. Since the Portuguese Carnation revolution of 1974, ironically led by the military, a series of new democratic dispensations — the so-called third wave democracies — have continued to grapple with the issue of consolidating civilian control over the military, as part of the overall cementing of democratic change. The quest for fledgling democracies has been not only to oust the military from power but also to prevent it from staging another outright coup d’état as well as an indirect intervention in or competition with civilian power.

In the political scenario evolving in Pakistan after the US took out Osama bin Laden, the security establishment has found its chokehold on power to be in mortal danger. The façade of the military’s organisation and invincibility, nay infallibility, has been lifted, tilting the balance of power against it internationally, but more importantly, domestically. It is this exposed domestic flank that is really worrisome for the establishment, as a potential civilian compact could emerge and dislodge it from the direct and indirect role of control over the state that it is accustomed to exercising. The Latin American and Southeast Asian models of the juntas defanged and sent packing by the united political elite are not completely lost on the Pakistani deep state. …

Pakistan’s Faustian Parliament – by Wajid Ali Syed

It was embarrassing enough for the people of Pakistan to find out that Osama bin Laden was living in their midst for years. Even more shameful was the realization that their politicians are incapable of questioning the security apparatus of the country. The masses rallied and protested and faced hardships for months to kick General Pervez Musharraf out of power. They voted the Pakistan People’s Party, the most widely-based and allegedly liberal party to power, believing that democracy has been restored.

Though the leader of the government, President Asif Ali Zardari has been blamed for everything going wrong in the country and is regarded as a corrupt individual, until now there has been a perceived upside that Pakistan is being led by an elected government and not a military dictatorship.

This illusion of so-called civilian supremacy silently burst like a bubble when the head of the ISI, General Ahmad Shuja Pasha, and the Chief of Army Staff Ashfaq Parvez Kiyani were called before the parliament to answer for their incompetence related to the May 2 raid on Osama bin Laden’s compound. The agenda was to inquire about the U.S. attack and why the state security apparatus was unaware of Osama bin Laden’s presence.

But what happened during the closed door meeting revealed once again that the real power in Pakistan still lies with the army and the ISI, not the politicians.

It had been suggested that heads would roll, the foreign aid and the big chunk of national budget that the army receives would be scrutinized. The parliamentarians dropped the ball again and lost another opportunity to exert their authority over other institutions of the state. Once again it became clear who really runs Pakistan.

The last time a civilian government had an opportunity to put the army in its place was in 1971, following the Pakistan army’s defeat in the war that led to the loss of East Pakistan, which became Bangladesh. Zulfikar Ali Bhutto, Pakistan’s then-president and founder of the Pakistan People’s Party, got off to a promising start by placing former dictator General Yahya Khan under house arrest. He re-organized the Pakistan Armed Forces and boosted the military’s morale. But Bhutto also restored their hubris. Years later, his own appointed Army Chief, General Zia ul-Haq, would overthrow Bhutto’s government and send him to the gallows.

During Zia’s 11 year rule, the Russians invaded Afghanistan and withdrew. The army grew so strong that even after Zia’s death in a plane crash, the new chief of the military did not allow the democratically elected Prime Minister, Benazir Bhutto, to tour the country’s nuclear facility. She was labelled anti-Pakistan and an American agent.

It is ironic to witness that the opposition party, the Pakistan Muslim League (Nawaz), which was created with the support of the army to counter the PPP’s popularity, is now asking the tough questions about covert operations and the finances of the military.

By snatching defeat from the jaws of victory, Pakistan’s ruling party, Bhutto’s PPP, is losing its chance to demonstrate leadership and moral authority. They failed to hold the army accountable for the thousands of civilians and security officers killed in the war on terror in Pakistan. They did not press the chief of the generously-funded army to explain how OBL could have lived in a military garrison town for six years.

These are the same parliamentarians who extended General Kiyani’s tenure. The same parliamentarians who extended ISI Chief General Pasha’s tenure. The boastful parliamentarians who had promised to leave no stone unturned roared like lions for the cameras but behaved like lambs behind closed doors.

It was reported that opposition leader Chaudhry Nisar tried to deliver a speech during the question and answer session, only to be snubbed by General Pasha in front of a full house. Pasha claimed that he ‘knew’ why he was being targeted by the opposition leader, alleging that Nisar had asked him for a personal favor, which he, as DG ISI, refused to extend. An embarrassed Chaudhry Nisar was said to have been taken aback as Pasha continued with his ‘counter-attack’.

Then the tail furiously wagged the dog. General Pasha reportedly offered to resign. Rather than demanding that the ISI chief step down immediately, apparently the parliamentarians did not accept his resignation.

The state run television channel could have returned to its heyday of running prime time programming that kept the country glued to their sets by recording that “closed door” meeting to broadcast later as a drama — or farce.

Some idealistic Pakistanis hoped that the U.S. would finally question the secretly played “double game.” After all, the U.S. supported extensions of Kiyani’s and Pasha’s tenures, claiming that keeping the chiefs in their positions would help to continue the war on terror in an orderly fashion. The U.S. abandoned the people of Pakistan by siding with the army once again, pledging support and failing to attach any strings or conditions to the military aid it provides.

Cowed by Kiyani’s and Pasha’s brazen displays, Pakistan’s parliament passed a resolution that drone attacks should be stopped and that the operations like the one carried out on May 2nd won’t be tolerated in future.

The parliament has an obligation to explain to the public not only how and why Osama bin Laden was living in Abbottabad, but why the Taliban continues to carry out its bloody operations, and why al Qaeda leaders have been given safe haven. The risk of allowing these questions to remain unanswered is that the military will gain more strength over the civilian government.

The parliamentarians who are supposed to represent the people of Pakistan abrogated their responsibility for the sake of staying in office for few more months, while at the same time making it clear who the country’s rulers truly are.

Facelift or overhaul? by Babar Sattar

…. The Bin Laden incident has placed us at the crossroads yet again. We can respond with denial and jingoism and consequently dig deeper the hole we find ourselves in. Or we can stop lying to each other and ourselves, disclose all related facts leading up to the May 2 incident with candour and responsibility, let individuals be held to account for their failings, and use the opportunity to revisit our security mind-set, overhaul our security policy and policy making mechanism. In this context, a non-partisan commission revealing the truth can serve as a necessary first step. But offering policy advice on national security, counter terrorism and foreign policy would fall beyond the mandate and expertise of a judicial commission. Once the facts are out, we will still need a high-powered bipartisan policy commission to review and overhaul our security mind-set, policy and policy-making mechanisms that caused the Bin Laden debacle and the many before it.

Let us get the nonsense about patriotism and ‘sticking by our institutions’ out of the way first. Is sticking by a corrupt government patriotic? Should we have celebrated the Dogar court or Musharraf’s rubber-stamp parliament as our token of love for Pakistan? How would unquestioning and unconditional support for everything the khaki leadership does promote Pakistan’s national interest? Are these not mortal men capable of making mistakes? Should they have a monopoly over the definition of national interest and patriotism? And how does holding the khaki high command to account for its acts, omissions and choices translate into lack of gratitude for the soldiers who stake and lose their lives in the line of duty and are the frontline victims of bad policy choices?

Was it not the self-serving use of the term patriotism that Samuel Johnson described as the “last refuge of the scoundrel”? Does our national security doctrine not affect the rest of us on an everyday basis and impinge on the most fundamental of our constitutionally guaranteed rights? Does it not impact everyone wearing a Pakistani identity for becoming an object of suspicion around the globe? The definition of patriotism that confers on our khaki high command the status of a holy cow is also a product of the same mindset that led to the dismemberment of Pakistan, contrived the jihadi project, manufactured the doctrine of strategic depth, gave us Kargil and is still at ease with preserving militants as strategic assets. Clemenceau was probably not being facetious when he declared that, “war was too important to be left to generals.”

We need a new concept of national security that focuses on maximising the security of Pakistani citizens. This will not happen by laying bare the facts of the Bin Laden incident alone. We will also need to review Pakistan’s counter-terrorism policy, security and foreign policy especially vis-à-vis Afghanistan and India, and Pakistan’s relationship with the United States. Can we preach respect for sovereignty if we are unable to account for who lives in Pakistan, control cross-border movement of men, arms and money or ensure that our territory is not used as sanctuary to plot attacks on other nations? After being in the throes of violence for over a decade now, why do we still lack a comprehensive counter-terrorism policy? Why is being a proscribed militant organisation in Pakistan of no legal consequence? Why is our criminal justice system failing to prosecute and convict terrorists? …

… Are we unaware of militant organisations flourishing in Pakistan, or are we being coy? Will we view the Osama bin Laden incident as another minor blow to the jihadi project or are we going to realise that the use of jihadis as strategic assets is history and it is time to liquidate them? Has anyone calculated the intangible cost of this misconceived project and the damage inflicted on the country and its citizens through the spread of intolerance, bigotry, arms and violence? Are we cognisant of the disastrous consequences that another Mumbai could inflict on the interests of Pakistan and its citizens? Will we have a stronger bargaining position in resolving our disputes with India if we have a strong polity, a stable economy, credibility and international support or if we possess surreptitious jihadis as strategic weapons?…

Neither hypocrisy nor a facelift will redeem Pakistan after the Osama fiasco. We need to come clean and use this as an opportunity to overhaul our security policy and policy-making mechanism. We have skeletons in our closet. It is time to drag them out, confront them and bury them for good.

Following the bloody partition of the Indian sub-continent in 1947, both India and Pakistan have wasted the few opportunities that came their way in order to end the bitter animosity generated and later enhanced, due to the bloody division.

The war on terror and the barbaric acts of some Muslim militant groups in Pakistan have provided the news media with such bias against all Pakistanis that it has almost convinced the un- or ill-informed world that all Pakistanis are involved in terror. This has resulted in reluctance on part of the donors to see the affected people as struggling humans in need of help. …
