Sindh’s political temperature

By: Mushtaq Rajpar

Excerpt:  it is the MQM’s own politics and the use of other non-political means to maintain its hegemony on the city that have caused the party’s decline. An open political competition without an environment of fear – the fear of being kidnapped and killed – will definitely produce different results. If this had not been the case, why were violent means used against opponents? …

The crisis of Mohajir identity

By Harris Khalique

EXCERPT:

A large part of Mohajirs from western India who live in urban Sindh had nothing to do with Delhi or UP. They spoke Memoni, Kathiawari, Malabari, Kokni and Katchi to name a few. Even many from Indian Punjab, Haryana and Kashmir who are settled in Karachi and vote for the MQM are not strictly Urdu-speaking if the term means identifying one’s mother tongue. Besides, those who have come from Assam, Tamil Nadu, Karnataka and Kerala are all bracketed among the Urdu-speaking.

One may argue that now these communities settled in urban Sindh speak Urdu as their first language or even as their mother tongue. But if we take this as a rule, almost all of middle-class Punjabis across Punjab and Islamabad, and increasingly many among middle class Sindhis, Seraikis and Hindko-speakers and particularly those coming from mixed parentage including Pakhtuns and Baloch, speak Urdu as their first language of communication. Hence, using the term Urdu-speaking for a particular political community may well be seen as a respectful term for them but does not do justice to the language which is shared by a larger number of people and serves as the lingua franca.

Therefore, those settled in Sindh whose forebears had come from India can at best claim to have a political identity. That too is based only on their shared economic interest and fundamental rights due to living in a largely but not entirely contiguous geographical area within the province of Sindh.

The claim to an ethno-linguistic identity is farfetched. Asking for the division of the province is unjustified and wrong. The crisis of Mohajir identity can only end when those living in Sindh begin to believe in their Sindhi identity. Language/languages is not the only identity marker.

If Gujaratis and Tharis, and the Dhatki, Balochi, Brahvi and Seraiki speaking population that are settled in rural Sindh can all become a part of the larger Sindhi identity, those speaking Urdu and other languages as their mother tongues and living in urban centres of Sindh can also assimilate, politically first and culturally over generations. However, the enlightened Sindhi middle class also has to play a proactive role in making this happen.

A dangerous divide

By Zahid Hussain

It is not hard to guess why the MQM is often described as the enfant terrible of Pakistani politics. The party has once again stirred a hornet’s nest of ethnic politics by demanding the carving up of Sindh to create a new ‘Mohajir’ province [Refugees’ province]. After its failed experiment focusing on the creation of a new multi-ethnic identity for itself, the MQM has now returned to its original politics.

It is true that the division of Sindh on ethnic or even administrative lines is unacceptable

The MQM’s move to once again play the Mohajir card appears to be a desperate attempt to revitalise its support base that is being challenged by emerging political forces. This narrow political approach is a dangerous game that may further widen the divisions among various ethnic groups in the province.

It is a mistake on the part of the MQM to attempt to return to ethnic-based politics or use religion to settle political scores.

It is shocking the way the MQM has invoked the blasphemy law against PPP leader Khursheed Shah for making a rather benign remark on the term ‘Mohajir’. It is yet more surprising for it to mix religion with politics, since it is one of the very few political parties in Pakistan that genuinely espouses secularism.

This senseless campaign has only damaged the MQM’s own image and diverted attention from some more relevant issues that need to be addressed urgently to resolve the main source of discontent in Karachi. The old habit of throwing a tantrum and quitting the coalition government only to reverse the decision is making a mockery of the party. But this time the separation seems more serious, although one can never be sure it will agree to be the PPP’s political bedfellow again after some pampering.

Sindh after the ‘Love for Sindh’ rally

By Haider Nizamani

The killing of Sindhi political activists in Karachi on May 22 by masked gunmen laid bare the fault lines that may define the future political landscape of Sindh. That the violence against peaceful demonstrators was not followed by attacks on Urdu speakers in various towns of Sindh shows the perpetrators of violence are still on the fringes.

Politicians issued customary condemnations and formed committees. Some spoke of creating a new province in Sindh, while others vowed never to let that happen. It needs a deeper understanding of the issue by Sindh’s politicians and intelligentsia to tone down the rhetoric that emphasizes differences between Sindhi and Urdu speakers.

Sindh can easily do without antics such as Interior Minister Rehman Malik’s statement that Nawaz Sharif is responsible for the killings carried out by trained snipers in Karachi. The allegation is a dangerous mix of political expediency, incompetence and insensitivity that neither helps us understand the dynamics of politics in Sindh nor instils confidence about the government’s ability to apprehend the real culprits behind the killings.

What happened in Karachi on May 22 indicates enduring features of the city’s politics, but this time it can have repercussions well beyond the metropolis. It was yet another proof of an increasing trend of instantaneously resorting to violence to make a political point.

The rally was called Mohabat-e-Sindh (Love for Sindh) and the participants were unarmed. The stated objective of the rally was opposing the demand for dividing Sindh on linguistic lines and expressing solidarity with the people of Lyari, Karachi’s predominantly Baloch locality. Groups that do not carry weapons are an easy target in Karachi’s violence-ridden political milieu. The message is loud and clear: get armed or get out. The space for nonviolent political expression is fast shrinking. In that way, the attacks on late Benazir Bhutto’s rally in October 2007 and the violence against the supporters of Chief Justice Iftikhar Chaudhry on May 12, 2007 were not very different from the May 22 Napier Road incident.

The level of political mistrust between Sindhi and Urdu speaking communities is also very high. Ignoring this reality by meaningless rhetorical statements of an imagined unity will not resolve the problem. What is required is a higher degree of political acumen to bring the two communities together because their fate is conjoined whether they like it or not.

Beastly elements are certainly doing everything to ignite another 1947 in Sindh

By: Bolta Pakistan

Beastly elements are certainly doing everything to ignite another 1947 in Sindh. We must stay vigilant and dispassionate. We are first humans than anything else and poor passengers in buses are ordinary mortals; working day and night to provide bread and butter to their hapless dependents. They must not be used as pawns in dirty games of vicious political actors.

Pushing the Sindh Against the Wall – DailyTawar editorial.

Translation By: Archen Baloch

Sindhi too has now started receiving its share of mutilated bodies of abducted people after Balochistan.

The bullet riddled body of Muzafar Bhutto, the leadere of Jeay Sindh Muthada Mahaz, was found at Goth Bukhari near Hyderabad bypass, bearing severe torture marks. He was abducted fifteen months back. The family of Muzafer Bhutto has alleged that the state security agencies are involved in his abduction saying that he was abducted on 25th Jan 2011from New Saeedabad.

Keeping in view the political circumstances, this tragic event can be viewed as a part of rehearsal that is constantly being repeated in Balochistan on daily basis. Previously, the death of JSQM leader Bashir Qurishi in mysterious circumstances is also being regarded as a wider part of the conspiracy against them by Sindhi nationalists.

Muzafer Bhutto’s political struggle has left indelible mark in the political history of Sindh. Previously Muzafer Bhutto was abducted by secret agencies and released after subjecting him with crippling tortures. His role in Sindhi national movement will always be remembered. Baloch nationalists parties too have expressed their unequivocal solidarity with Sindhi nationalists and describe the abduction and the killing of Muzafer Bhutto as the continuation of the same policy of “Kill and Dump” in Balochistan.

According to analysts, the beginning of appearances of mutilated bodies of Political workers in Sindh, shows that the rulers are in panic in Sindh too after Balochistan. Because the rulers seems to have resolved to crush every dissenting voice, no matter wherever it is raised. The rulers are afraid of the intensity of the political movements on moral ground.

The appearance of Mutilated body of Muzafar Bhutto would have far reaching consequences. Political analysts further believe that pushing Sindh against the wall will result in serious ramifications after Balochistan.

Tensions rise in Sindh after Jinnahupur/ Mohajir Suba/ Refugees province rhetoric

Tensions rise after Mohajir Suba rhetoric, Nationalists demand action against patrons of division, Ten nationalist parties warn taking action if govt. fails

Urdu-speaking people should not support evil design

Sindh’s nationalist parties on Sunday demanded of the government to take stern action against those responsible for organizing rallies, putting up billboards and banners and graffiti in different parts of Karachi, Hyderabad and Sukkur for carving out a new province out of Sindh.

Leaders of almost ten nationalist parties also warned that Sindhi people would themselves take action against such people if the government failed in stopping them.

The parties included Sindh National Movement, Jeay Sindh Tehreek, Awami Jamhori Party, Sindh United Party, Awami Tehreek, Jeay Sindh Qaumi Mahaz, Sindh National Party, Jeay Sindh Mahaz, Sindh Dost Democratic Party and Karachi Sindh Shehri Ittehad.

The leaders warned of serious consequences if any attempt was made to divide the province or to carve out another province out of Sindh.

They said Urdu-speaking community should not support any evil design of dividing Sindh adding they (Urdu-speaking people) are their brothers but if they continue to demand a separate homeland here or support anti-Sindh elements, they are advised and warned to leave Sindh.

Another report adds: They said that a conspiracy was being hatched for the last couple of months. “We did not take any action fearing bloodshed but enough is enough. We are peaceful people but know how to fight for our motherland,” said Ameer Bhanbhro.

“Our elders welcomed Mohajirs at the time of partition and Urdu-speaking people enjoy all kinds of rights and privileges in Sindh today. They were elected as Nazims in major cities and are members of the national and provincial assemblies and governors as well. On the contrary, Sindhis are not given entry in the educational institutions and are denied jobs in Karachi,” said Elahi Bux Bikik.

It merits mentioning that Sindh Taraqi Pasand Party (STPP) on Saturday issued a 72-hour ultimatum to the Sindh government to remove the wall chalking, posters, banners and posters carrying maps of Mohajir Suba (Refugees Province) from all parts of Sindh. In case of failure, the party declared to its workers would do it in every city from Karachi to Larkano.

We will not allow betrayal of Sindh: Only ONE SINDH – there can be NO OTHER!

By: Dr. Ahmed H. Makhdoom & Khalid Hashmani

What is Sindhyat, my friends, my brothers and sisters, my sons and daughters? Sindhyat is when thee FIRST know thy “SAAEEN” – whatever you may call Him: “Allah, Ishwar, God, Waaheguru, Ahura-Mazda!”

Then – and ONLY THEN – thee must know thy Motherland, land of thy ancestors, land of thy forefathers – that great, grand and gregarious land is known as “SINDH!” And, there is only ONE SINDH – there can be NO OTHER!

Yes, this is VERY IMPORTANT – to know thy Creator ‘n thy Mother before thee go ‘n find anyone else!

And, the Sun emerges from the East, they go grazing out in the green fields and rich pastures – the herds of cows and buffalos of my Motherland, Sindh! And, when the same Sun hides itself in the West, they go back where they are most required and needed to their tranquil abodes to rest and quench the thirst of so many thirsty beings!

Saeen Ahmed Hussain Makhdoom urges us (overseas Sindhis) to go back to Sindh as Sindh needs their help. I echo Makhoom sahib’s words that Sindh needs help of everyone as some of its recently-born sons and daughters are betraying it by calling for its division (Balkanization of Pakistan/ Jinnahpur/ Mohajir Sooba/ Refugee province conspiracy). However, I believe that we Overseas Sindhis can help Sindh much more effectively from our new homelands provided we inspire ourselves and become active in protecting the integrity of Sindh.

Instead of getting ourselves in petty issues that are of no consequences, we should welcome cooperation and collaboration and form alliances on one single point that “we will not allow betrayal of Sindh“. Let us not waste our energy on putting each other down or focusing on differences but give all our attention to protect Sindhiat.

The fascist terrorists want violence because their survival lies in it

By: Zulfi

We live in our Urdu speaking brothers dominated areas of Hyderabad for centuries and have very good connections and social relations with people of other linguistics and ethnic groups, especially with our urdu speaking brothers and sister – for the last couple of months I have been noticing a debate on the issue of new province in Sindh and an expected Sindhi-Urdu Speaking conflict. Most of the reports are coming from MQM related circles.

MQM has asked its people to get ready for any unexpected (which in fact is already planned by the fascist terrorists of MQM) fight with Sindhis, Balochs, Pakhtuns and other communities of Sindh.

Political parties working for Sindh interests should give as head to it issue.

Mohajir Sooba (Jinnahpur) conspiracy is a new occupation in the 21st century. A big NO by the people of Sindh to this occupation.

By: Comments of Sindhis on facebook

A big “fitna” (trouble) is raising its head as some former MQM legislators, Rabita Committee members and others have addressed a press conference and demanded a Mohajir Province (Jinnahpur). This is indeed a recipe for disaster in Pakistan. A big trouble ahead that will result in unprecedented bloodshed, which will not have different results than in Sri Lanka. The foolish demand is not only Alarming but could be a lethal as well because the fascist city group is a culprit as they have facilitating these efforts only for the sake of power or rather because the Master is same .

Why MQM can not learn from mistakes of others? Why they would insist on dividing people instead of bringing them together?

This is tantamount to a new occupation in the 21st century…!!!… occupations result in glory for the occupiers & slavery for the occupied.. .the people of Sindh prepare themselves to say a big NO to this occupation …

Though we know the history’s course is brutal and painful. It doesn’t give SUBSIDY (wazeefo) to indigenous people of Sindh (Sons of the soil). Tomorrow may all fascist groups will join each-other for their SHARE (BOTTY) pushing Sindhis into isolation. Now  days it is impossible to crush aboriginal, indigenous people. Take the example of Vietnam, Iraq, Afghanistan, Cyprus, Kashmir and we have a long list to go on. Sindhis are the real and true sons of Sindh soil and let me assure you that  nobody can snatch our mother land.  yes, NOBODY. But I agree that JANG WADEE AAHEY SABHNEE KHEY QURBANI DIANI PAWANDEE.

PPP can’t afford to be hand in glove with the MQM in this conspiracy… international forces may push the MQM to do this to weaken the state of Pakistan. But the occupation of Sindh by the fascist city group is not so easy. It does not come by drawing maps. The capital city of Sindh, Karachi is inhibited by the people, belonging to each ethnicity in Pakistan. The MQM should be most worried from the deep state of Punjab than Sindhis. Majority of the population in Karachi belongs to Punjab and Pakhtunkhwa, who are otherwise well organized and have major economical interests in the city. Besides, Sindhis (the real sons of soil), MQM will have to face a lot from such ethnic population. We feel that the drama of division of Sindh is being staged by the deep state influenced by Punjab elite forces and the agencies, so as to create unrest in Sindh and at the same time garnering support against the creation of Seraiki province in Punjab.

During a research paper writing on ‘ethnic conflict in Sindh and democratization of Pakistan’ (thanks to Shuhab Usto for his intellectual input) an Urdu speaking (and a proud Sindh lover) asked a question ‘ Do you know why a little town of Khartoum took too many days to get captured by Anglo-Egyptian garrison and why a huge city Damascus was surrendered in hours to French forces?’- I kept quit and humbly requested the great social scientist, town planner and historian to explain. He said because Khartoum’s water line (river systems) was complicated and Damascus water lines (river systems) were simple to invade and capture. Then he confidently told me that please don’t be defensive while fighting/ arguing/ debating the case of Sindh’s integrity and sovereignty. He taught me that those who lives with this foolish and wishful thinking that the capital city Karachi shall be separated from rest of Sindh don’t forget that the principle flow of water of Indus to Karachi is like Damascus’s water supply.

This is a precious time to organize a mass campaign to mobilize the public opinion towards a united stand that ‎”There is no Sindh without it’s capital city Karachi. If we don’t for Sindh, we don’t fight for any thing else. Sindh will not be divided – not half n half, not 60-40, not 75-25, nothing. Full stop.”

Mar weisuun, mar weisuun, para Sindh na ddeisuun” “Fighting for Motherland, we shall lose our lives certainly, Never shall we forsake ‘n abandon our beloved motherland surely!

By: Dr. Ahmed Makhdoom

First of all, let me translate this beautiful Sindhi write-up of a verdant, valiant and vibrant daughter of Mother Sindh, Sorath Bashir in a ‘simple’ English language:

“A section of the venomous electronic and print media have been viciously writing, showing, preaching, spreading and spewing venom against the Unity, Integrity and Oneness of Sindh! Sadly, no Sindhi, child of Mother Sindh, seems to be STANDING UP to condemn, reproach and decry these lecherous and venomous attacks, thunderous diatribes and systematic brainwashing shamelessly conducted by some vicious and virulent  TV Channels against the wholeness and holiness of Glorious Land of Sindh! Oh where have those Sindhi nationalists gone, who used to burn copies and bundles of their own Sindhi Newspaper, only because the newspaper published less news or just few Reports about the pedigree and personality of these so-called nationalist leaders? Oh yes, where are those self-proclaimed, self-seeking Sindhi nationalist leaders who used to torch the offices of the party when his party talked about two ‘provinces’ in the age-old united, harmonious and sovereign land of Sindh? Oh woebegone, where are those ‘filial Sindhi Nationalists and educated and knowledgeable worthy Sindh-loving Civil Society?”

Very well said Niyaannee, my daughter, Sindh’s daughter, Saainni Sorath Bashir! I have also been saying, writing and preaching the same thing and playing the same sweet tune for years.

Why are they calling themselves Mohajirs (Refugees)?

By: Dr. Ahmed Makhdoom, Malaysia

A clique of hoodlums, urchins and loafers came out on streets of some wild gang-infested areas of Karachi, the bustling capital city and business-centre of Sindh. These nefarious and abominable elements gathered in groups, pasted and posted some slogans and posters on the walls of shops and houses and raised shrill slogans for the creation of a ‘Muhajir’ province. No Sir, it is not me who call them ‘Muhajirs,’ they themselves, call ‘Muhajirs,’ meaning ‘refugees’.

These belonged to a hitherto unknown wicked fraternity known as “Mohajir Sooba Tehrik (MST), which translated in simple English means, “Refugee Province Movement.” Is there any such parallel example anywhere in the world, where the ‘refugees,’conquer and demand a separate state within a state for themselves?

The numerous nations that formed a Federation of Pakistan were Bengali, Sindhi, Baloch, Punjabi, Seraiki, Kashmiri, and Pashto. Each of these nations had their own language, culture, heritage, history, arts, music, norms, traditions and historical land.

Millions of innocent lives were lost during unfortunate partition of the sub-continent of south Asia and then the urdu Language was imposed as a national language on the Nations who had formed the federation of Pakistan. This created restlessness in Bengal and after sacrificing millions of innocent lives on the question of language, Bengal became Bangladesh, a Sovereign, Independent and Free nation – free from unfair  rule of the security establishment of the deep state . Today, Balochistan is on the same path which was taken by East Pakistan (Banglades) yesterday. The security establishment of the deep state continuously working on its policies with their subjugation of Sindh and Balochistan and trying to convert Sindhis and Balochs into minority in their historical lands.

Gullible Sindhis who gave them shelter on their historical land but unfortunately it seems that they had no respect whatsoever, Sindh gave them honour and dignity. Sindh accepted them as her own children! Sindh called them ‘Sindhis’ not ‘Muhajirs!’

65 years on – they still have not adopted the language of Sindh. They had never respected and appreciated the glorious and peace loving Sufi culture, norms and traditions of Sindh.  They are remain thankless, ungrateful, unappreciative towards Sindh and calling themselves ‘Muhajirs’ and asking for the division of the land of Sindh which is providing them shelter and living.

Now, let me give a piece of advice to them: “Go read the glorious History of Sindh!” Many  conquerors entered in Sindh and each time the valiant sons of Sindh fought and sacrifice their lives for their beloved Motherland Sindh and then those tyrannical invaders all left with their tails tucked. If any one doesn’t adopt Sindh and calling and think themselves as invaders then the Sindhis will really treat them and would play their historical role as sons of the soil and sacrifice their lives for the defense of their motherland.

The Indus civilisation is centuries old  and the borders of this glorious, illustrious and exalted land of Sindh are historical and inviolable! If any one tries to violate this sanctity of Sindh, or any other force including the conspirators of the deep state, then it will destabilize whole of the region! Therefore, the loyal and filial children of Motherland Sindh are reminding those individuals, “Don’t think about the division of Sindh because it is better for them not to do so.”

Death threat Alert: Ethnic political group releases journalist “hit list”

Alert – Ethnic political group allied with ruling party releases journalist “hit list”

(PPF/IFEX) – The Mohajir Rabita Council (MRC), an ethnic political group in Pakistan’s southern province of Sindh, has issued a list of twelve Pakistani journalists it denounced as being “chauvinists”, and criticized their alleged role in the violence during protest rallies held in Karachi on 12 May 2007, during the visit of the suspended Supreme Court Chief Justice Iftekhar Mohammed Chaudhary to the city.

The MRC is considered to be closely associated with the Muttahida Qaumi Movement (MQM), the party allied to President Pervez Musharraf and the main coalition partner in the Sindh provincial government.

In a press statement, the vice-president and secretary general of MRC said the organization had established a special unit to inform the new generation about their “enemies”. The statement also condemned certain television programmes and accused them of “playing a dangerous game to destroy Pakistan by igniting linguistic prejudices.”

The names of the journalists on the list include: Zafar Abbas of the daily newspaper “Dawn”; Azhar Abbas of Dawn TV; Mazhar Abbas of AFP; Ayaz Amir, a “Dawn” columnist; Sajjad Mir of TV One; Irfan Siddiqui of daily “Nawa-e-Waqt”; Dr. Shahid Masood of Geo TV; Aneeq Ahmed of ARY TV; Asfar Imam of Aaj TV; Zahid Hussain of Geo TV; Shaheen Sehbai of ARY TV; and Zarar Khan of AP. Also included in the list was Iqbal Haider, secretary general of the Human Rights Commission of Pakistan (HRCP).

A press release issued by the Karachi Union of Journalists (KUJ) expressed concern at the MRC statement, which it described as a serious threat to free media and an attempt to gag the press. ….

Sindhi-Mohajir conflict serves the Evil Quad

By: Dr. S. Akhtar Ehtisham

Sindhis and Mohajirs [urdu-speaking-sindhis] have been close personal and family friends since partition. I count Sindhis as my best closest friends. We had Sindhi neighbors in Hyderabad. Sindhis and Mohajirs [urdu-speaking-sindhis] had started intermarrying with each other.

Zulfiqar Bhutto was given a leg up first by leftist students who counted Sindhis and urdu-speaking-sindhis in their ranks. I once met Mr Jalal Zaidi of MQM who was to Altaf what J.A. Rahim to was Zulfiqar Bhutto. He told me that the agenda was to;

a) create a middle class urdu-speaking-sindhis organization,

b) oust Jamaat-e-Islami as an effective political party from Karachi, Sindh and

c) develop cordial relations with Sindhis to speed up the merger of both communities as nation of Sindh.

Altaf Bhai met G.M. Syed of blessed memory several times. Talks were on the right track but the extremist element among Sindhis opposed Saeen G.M. Syed. Suddenly, Mr Zaidi, Altaf asked him to retire or else. He thought that dictator general Zia had told Altaf Bhai not to get too close to Saeen G.M. Syed.

In terms of Sindh, it is in their own interest and it is vital for Sindhis and urdu-speaking-sindhis to get together. In federal terms, it is in the class interest of the working class to get together with the working class of all other provinces. At the Sindh level, the Sindhi-Mohajir conflict serves the interest of the MQM elite and Sindhi wadaras (landowners). At the federal level it serves the interest of what I call the Evil Quad of Feudal, the Army, Bureaucrats and Mullahs.

Sindhi-Mohajir Rapprochement is possible

– Rapprochement is possible

By Abrar Kazi & Zulfiqar Halepoto

ONCE again, differences between the PPP and MQM have translated into a Sindhi-Mohajir confrontation. In fact, the reasons for this are inherent in the politics of both parties.

The politics of PPP which it calls ‘the politics of reconciliation’ is in fact politics without principles that negates its manifesto. For example, the party promised to undo the Musharraf-era division of Hyderabad district and the clubbing together of Karachi’s five districts, which Benazir Bhutto criticised as an administrative division imposed by a dictator. But the promise was never fulfilled.

The PPP’s major fault is, however, to take the support of Sindhis for granted. It has failed to recognise that the Sindhi people’s love for their motherland transcends party lines, all sacrifices rendered by the PPP or any other party notwithstanding, and that their unity of thought on major issues is phenomenal.

The MQM’s politics appears to be based on the ethnic sentiments of its voters, which when exploited, have the damaging effect of causing dislike for those who do not speak Urdu. The journey from ‘Mohajir’ to ‘Muttahida’ was considered a policy shift towards the integration of MQM supporters with the rest of Sindh. But it turned out to be more a change of strategy than of heart.

Such politics tend to paint all Urdu-speaking people with the same brush although most are progressive and liberal and desire peace and integration. Pakistan’s security establishment, the guardians of the ‘ideological and geographical frontiers’ of the country, have contributed their own bit to this confrontation so that the province has reached its present status of seemingly insurmountable problems.

Consciously or unconsciously, a large segment of the Urdu-speaking intelligentsia, civil society and media have either kept quiet or are perceived as supporting such an ethnic viewpoint thereby increasing the rift. Pervez Musharraf’s dictatorship further widened the gulf through deliberate design to give control of Sindh’s urban centres to the MQM as independent administrative units through the district government system. The LGO 2001 appeared to dovetail with the thinking of those who supported the idea of a Mohajir province in Sindh. This resulted in causing suspicion among Sindhis, who despite the numerous merits of the local government system, rejected the change as an attempt to divide Sindh.

Sindhis voted for the PPP and its manifesto which promised to undo all Musharraf’s actions including the local government system of 2001. Since then, there have been incessant demands for the promised actions.

One point must be noted here. Since 1988, the MQM and the PPP have shared power in Sindh three times. Without going into the deeper factors, the general acceptance of the power-sharing by the masses is indicative that by and large the voters and also the people are fundamentally in favour of coexistence between the Sindh- and Urdu-speaking-sindhis of the province.

Another point worth noting is that the ‘Sindh card’ often played by the PPP whenever it has been in trouble is in effect dead from this point on.

Rather than acting on people’s aspirations, the PPP government has resorted to unprincipled politics, refusing to understand the larger issues involved in the present controversy and thus further aggravating the Sindhi-Urdu (Mohajir) divide.

The angry reaction of Sindhis against the PPP and MQM must be seen against this backdrop. It is not about a few nationalist leaders, intellectuals and members of civil society agitating the people. Neither is it about the present district government controversy. It is the pent-up frustration and anger of many decades of authoritarian and military rule in Pakistan, especially in Sindh. It is about what is seen as the plunder of Sindh’s resources without corresponding benefits to Sindh.

It is about the ownership of two prosperous cities of Sindh, established and developed by a competent and dedicated mercantile and cosmopolitan Sindhi Hindu and Muslim class that flourished much before Pakistan came into existence. It is about the humiliation of seeing a provincial assembly passing a resolution to in effect put a ban on Sindhis getting admission in public-sector professional institutions and employment in the multinational companies. It is also about the frustration at the unending cycle of blood on the streets. This constant confrontation between Sindhis and Mohajirs (urdu-speaking-sindhis0 is a source of great loss to Pakistan and still greater loss to Sindh. Despite being secular and progressive, Sindh lags behind in terms of economic and social development because of the albatross of PPP and MQM policies. Sindh is a prosperous and resource-rich province. It is also a land of secular and liberal people who have given strong political leadership to Pakistan from Jinnah to Benazir Bhutto.

It presented the incumbent PPP government an unmatched opportunity to correct all the wrongs done to the country by the civil and military establishment of Pakistan. A strong democratic and plural society, could have been created to tackle terrorism, the sectarian and ethnic divide and violence in politics but the opportunity was lost by the PPP. The MQM’s alignment with the security establishment further damaged the cause.

There is still hope though. The present revolt against the PPP indicates that Sindhis can reject their own elected government if they fear a division of the province. This raises the opportunity for progressive Urdu-speaking Sindhis to join hands with the Sindhis to make the province an ideal homeland setting an example of peaceful coexistence and democracy.
