SANA Toronto Briefs Imran Khan (PTI Chief) on SPLGA

Although I believe that the manifesto of PTI and certain statements of Imran Khan that he has made in the past have elements that hurt Sindh & Sindhi interests, the courageous step by SANA GTA chapter deserves thanks and praises. The PPP is taking Sindhi support as granted and is bartering away Sindhi interests for their short-term gain to remain in power at all costs. This initiative of SANA GTA chapter reflects the sentiment that Sindhis will neither forget nor forgive those who betray our trust.

In the whole scheme of things and as policies of PTI (as expressed in it’s manifesto and the statements of PTI leaders) that favor the building large dams, having one national language, and more centralization at the cost of provinces, Imran Khan’s party is not a natural partner of Sindhis. Nevertheless, meeting of Toronto Sindhis with Imran Khan yells PPP that since they have put Sindh & Sindhi Rights on an auction block, Sindhis will work with traditional adversaries to block PPP from further sell-out of Sindh Rights.

Regarding: SINDH NEEDS YOUR SUPPORT IN THE STRUGGLE AGAINST SPLGA2012.

Dear Sir,

We, Sindhi speaking immigrants from Pakistan living in North America feel that PPP has violated the mandate of the people of Sindh by Passing this divisive and very controversial, black Law called “SPLGA 2012.

We want to bring following facts in your kind consideration & perusal.

· Under Article 137 of the Constitution, Sindh Assembly has no power to transfer the executive authority of the Provincial Government to any other authority, but PPP did not care and still passed this act.

· Since there is triangle of the powers under the constitution, one organ of the state, particularly a legislative organ cannot snatch executive authority from the provincial government.

· Under Section 14(5) Mayer has been empowered to establish any office or activity which power even the Federal Government does not possess.

· Under Schedule 1, the Metropolitan Corporations will have 43 departments with their own administration that is equal to all departments of Sindh government, hence state with in state has been created.

· Mayer had been made supreme as under Section 23, Mayor could only be removed by two third majority when the Chief Minister & Prime minister can be removed by simple majority of the house.

· Section 109 pertains to preventive detention, 133 and 143 to public nuisances, section 144 to ban any sort of activity including freedom of movement given in this act, Mayer will silence freedom of expression & assembly , which is against the spirit of democracy & will be the cause of silencing the voice of opponents.

· Under section 145, Mayor has been empowered to attach a property of any citizen in case of dispute over title of the property, which will legitimize bulldozing all of properties & seizing them for the city, hence making the way for one party rule in karachi.

· Metropolitan corporations will have their own taxes, plus property tax as well as right over the finances of the Provincial Government but they will not be answerable to provincial government.

· The administration headed by Mayor will be all resourceful and powerful whereas the administration working under Chief Minister will be nominal, weak and toothless having no authority whatsoever.

· Section 8 of the SPLG Act, 2012, creates a single Metropolitan Corporation by abolishing five districts.

· District Council, Karachi which comprised of 70% of the rural areas of Karachi has been done away with, thus dealing a severe blow to Sindhi and Balochi,Pashtun,panjabi,Katchi population of Karachi.

· Mayer will be elected indirectly on the basis of fraudulent electoral system and will belong to a particular ethnic community not forming majority of the population in Karachi.

· Under Section 9, eighteen towns have been created without respecting the boundaries of the revenue districts as for the rest of sindh & a dual system has been created to benefit MQM.

· The town boundaries, at present, run across district boundaries only in Karachi to favor MQM, whereas in other districts of Sindh, town or Talukas are the part and parcel of the same district.

· Thus a dual system has been enforced which gives complete control to one ethnic community in Karachi at the cost of others. In Karachi, 18 towns have been created in such a way as to make minority population as a majority to benefit MQM.

· This is also a violation of Supreme Court of Pakistan orders which has already held that constituencies in Karachi may be demarcated afresh giving representation to all communities living there.

· In the name of decentralization, Karachi has been completely centralized eliminating the representation of indigenous and other communities by handing over them to the terrorist Party of the city.

All conscious & patriot people & civil society along with all nationalist parties of Sindh are on the roads and struggling against this treacherous act of PPP through which they have handed over absolute powers to MQM and has thus laid the foundations of “State with in state” and muted the voice of all other nationalities.

We urge you to raise your voice against this black law at all forums & Media and support people of Sindh against this betrayal, tyranny & arrogance of PPP in Sindh.

MULTAN: The by-poll for the National Assmebly’s seat NA-151 (Multan-IV), vacated by former prime minister Yousuf Raza Gilani after being disqualified by the Supreme Court, has been won by his son Abdul Qadir Gilani, DawnNews reported on Thursday.

The main candidate, beside Gilani, who was contesting on Pakistan People’s Party (PPP) ticket, was independent candidate Shaukat Hayat Khan Bosan, who had informal support of both Pakistan Muslim League-Nawaz (PML-N) and Pakistan Tehrik-i-Insaaf (PTI), [– & Jamaat-e-Islami–].

Imran clear about dress code for women, in private and in public

ISLAMABAD: Chairman Pakistan Tehrik-e-Insaf, Imran Khan, who had a good day in Karachi on Sunday, says that under his rule no law will be made against Quran and Sunnah. He also hints that the likes of Veena Malik, the actress who remained centre of controversy for a nude photo shoot for an international magazine, would not be allowed to do so in Imran’s Pakistan.

Imran Khan Fails in Sindh

Contrary to many media reports influenced by Imran-o-Phobia, PTI Jalsa in Hyderabad was a plain failure.

Imran Khan – the emerging Tea Partier of Pakistan- held a public meeting (so-called Tsunami) in Hyderabad on 22 June, 2012 which was not more than a small tide. It ran-over to coast, smashed and died. Here I am writing an eye witness account, because I was present in the SRTC ground where it was held.

This event started very late, after 8 p.m. in evening. Before Imran Khan, PTI’s other main leaders took to stage to address the crowd. His was the last speech, which he delivered round about 9.00 pm.

There was a huge deployment of Police and rangers. Barbed wires covered most of the surrounding area. All the nearby shops and hotels were ordered to shut off their business. It felt like he is not a man opposing the Government, but a man enjoying all official protocols and security arrangements which normally an in-government politician would enjoy. SRTC ground is on the same road a few kilometers ahead where Hyderabad cantonment falls. All security arrangements, official level protocol and strategic location of the event near Hyderabad cantonment did not surprise me. Today every Tom, Dick and Harry down the street knows that he is the new found darling of Pakistani establishment.

Most of the crowd was hired. Yes, hired. They belonged to backward areas like Tharparkar and local Muzhiks of nearby towns, who were loaded into buses and driven to SRTC ground in Hyderabad. Anybody visiting the ground from backside would know this truth. Crowd was cunningly arranged in a manner that those belonging to city and looking well-dressed ‘Jazbaati Nojwans’ (angry young men) were programmed to be present in front rows, and those belonging to backward areas, seemingly hired, were programmed to sit in back benches. This sitting arrangement was designed to dodge rolling cameras, which would focus front rows most of the time and will show blurred image of backward rows, such that the ground would seem filled with crowd and cast an impression of ‘Tsunami. Most of the fans of PTI flocking into Imran Khan’s public gatherings are usually his cricket fans too. He had already achieved status of a cricket celebrity in Pakistan before entering politics. Till date, people know him more as a cricketer than a politician. This identity crisis is a challenge for Imran Khan which will ultimately give him tough time in upcoming elections.

As soon as Imran Khan started his speech, people became restless because they were only waiting to see him and by now they had seen him. Finish. They had not gone there to listen to his speech; but for fun. Anybody present in middle of the ground could easily take this feeling with him that people were not listening to him; instead they were talking loudly, crying and whistling. One could hardly listen to what he was saying.

Just after about 8 minutes of his speech, people were seen flocking out of the ground. Groups of 30, 40 people during his speech started to leave ground.

And why?

Because celebrity had finally appeared and it was worth nothing more than his mere appearance.

Within 15 to 20 minutes, ground was almost half empty! Ghosh! Imran Khan failed in Hyderabad. And Hyderabad is political and cultural center of Sindh. We could easily deduce that Imran Khan failed in Sindh. Just 20 minutes after he had started speech, ground was short of crowd and he had to complete his speech in haste. Quickly after that lights were shut off, SRTC ground and nearby roads fell dead silent. It ended so quickly, so rapidly. Hardly 5-8 thousand people were present in the ground against the claims of PTI.

Sindh is different; it has no room for such neo-conservative Pakistani patriotic chauvinism.

Observations before Jalsa

Before this event I had visited nearby areas of SRTC ground at daytime. I snapped some photographs and talked to people to know how they’ll respond to Imran Khan’s Jalsa at night?

In nearby streets and neighborhood where wall posters were affixed and banners were hanged, people showed a silent dissent with Imran Khan. I knew it from torn wall posters and banners in nearby areas. Clearly, people did not want him here. Generally in Sindh, people leave political posters, wallpapers and banners hanged wherever they are. This was a clear message that people already recognize him as a phantom of establishment.

This so-called ‘Tsunami’ was a failed scene of a small tide dying away. Sindh is more politically aware in this regard because it knows who is for them and who is not for them. It recognizes Talibans in guise of Imran Khan; it knows who is who and what is what. Neo-conservative, revivalist, patriotic chauvinist brand of politics has to face very tough time in Sindh.

‘Arsalan graft issue was a conspiracy’

Amid haggling, PTI delays intra-party elections

 

ISLAMABAD: Differences in Pakistan Tehreek-e-Insaf’s (PTI) party cadres have reportedly led chairman Imran Khan to indefinitely delay intra-party elections, according to some sources.

To justify his decision, the PTI chairman has extended the party’s ongoing membership campaign, without setting a clear deadline for its conclusion.

“Imran assented to the point of view of two party leaders, who had asked the PTI chief to first prepare for the general elections,” said a party leader while talking to The Express Tribune.

According to sources, party president Javed Hashmi and Additional Secretary General Saifullah Niazi, as well as some influential members of the steering committee, had recommended ‘putting off party elections’ for now.

Earlier, Imran had dissolved all regional bodies by constituting regional steering committees in all the provinces, a move that aimed to pave way for holding party elections.

However, the party’s top leadership held many meetings to resolve all outstanding issues but failed to generate an agreement to hold intra-party polls before the next general elections. …

As a matter of fact, the Taliban terrorists have pushed the security forces and the local Peace Lashkars out of the area. Now the Taliban are attacking the urban areas and the adjoining settlements at will. The recent example of the Taliban penetration is the release of hundreds of dangerous criminals from the prison of Bannu, situated on the periphery of the Tribal Belt.

Imran, Allama and Pakistan ka matlab kiya

Speaking at one of his rallies, Imran Khan asked “What slogan did Quaid-e-Azam use to make Pakistan?” and then answered his own question with “Pakistan ka matlab kiya? La illah ilallah”. The only problem is that this is a slogan that Quaid-e-Azam never used. In fact, in what could have been Jinnah addressing Imran Khan through space time continuum, we find that the founder of this state as having very clearly stated that Pakistan ka matlab kiya was not a slogan he ascribed to. Saad Khairi in his book “Jinnah Reinterpreted” recounts that a local leader of the Muslim League at the final meeting of the All India Muslim League said “Quaid-e-Azam, we have been promising our followers Pakistan Ka Matlab Kiya La illah ilallah” to which Jinnah angrily responded “Sit down. Neither I nor the working committee of the Muslim League have passed any resolution to the effect Pakistan ka matlab kiya. You might have done so to catch a few votes.”

The blurred vision of Imran Khan – Promising to end corruption in 90 days smacks more of autocracy than democracy

Eliminating corruption in 90 days

….  Much has been said about the great Khan’s sympathies for the militants who are resisting ‘America’s war’ in our region. Never mind that they also kill Pakistanis, attack mosques, shrines and funerals and are in bed with a global ideology that wants to decimate the ‘un-Islamic’ Pakistani state. The odd relationship between the PTI and the self-declared defenders of Pakistan — the ragtag Islamist parties, ex-servicemen and known terrorists — has also been highlighted. I will not dwell on these issues as several commentators have indicated the dangers of this populist discourse and the larger, intrinsic relationship between populism and authoritarianism.

My real worry is that Mr Khan is yet to offer an alternative agenda. His charisma, cricket connection, philanthropic record and the use of social media are at work. When it comes to policy, the plan ahead is almost farcical. Haven’t we heard of elimination of corruption in 90 days before? Corruption, as a slogan, has been used by almost every Pakistani government to undermine political opponents. As early as the 1950s, laws to disqualify politicians were enacted.

The 1990s saw the military establishment orchestrate a ridiculous anti-corruption charade. Nawaz Sharif’s second tenure had a Himmler-wannabe as the chief of accountability, who turned anti-corruption efforts into medieval witch-hunts. Former President General Pervez Musharraf’s illegitimate rule was welcomed by the same urban middle classes, which now cheer for Imran Khan to eliminate the ‘corrupt’, old guard politicians.

Tackling corruption is not a 90-day job, for it will only result in high-powered accountability operations stuck in a dysfunctional legal system. It is a medium to long-term process involving restructuring of institutions — laws, formal and informal rules and conventions — which shape societal interaction and determine state behaviour. Pakistani politics and economics are defined by the military’s hegemony. The biggest expenditure items — defence and debt servicing — are virtually unaccountable. Has Mr Khan thought about these issues or will these disappear through ‘moral legitimacy’ — another wooly construct cited like a totem. ‘Clean’ civilians will make the khakis give up power. One has to live in wonderland to accept such postulates as even half-credible. ….

PTI will end corruption in 19 days, terrorism in 90 days: Imran Khan

ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI), once in power, will end corruption in 19 days and terrorism in 90 days, said PTI Chairman Imran Khan on Sunday.

Speaking at a seminar organised by PTI in Islamabad, Imran said that his party would not be dependent on the bureaucracy nor would it “waste time listening to their suggestions.”

Referring to the many crises faced by Pakistan, Imran said it was not necessary that a political leadership could not achieve what former president Pervez Musharraf had failed to accomplish, in terms of resolving the crises.

“PTI will come to power along with policies to address all problems.”

THERE has already been adequate kerfuffle around the appearance of PTI senior vice-president Ejaz Chaudhry at the Difaa-i-Pakistan Council’s rally in Karachi.

This is the latest demonstration of PTI’s tendency to cavort with the religious right and extremist groups. Imran Khan himself delivered a message via his envoy at the DPC’s Lahore rally in December. Previously, Chaudhry has attended rallies with Jamaatud Dawa’s Hafiz Saeed. And flags of the banned SSP have been raised at many a PTI rally. Embezzlement: NAB initiates probe against senior PTI leader

ISLAMABAD: A senior member of Imran Khan’s party of self-professed ‘clean politicians’ has come under scrutiny. The National Accountability Bureau (NAB) has started investigations against a senior leader of the Pakistan Tehreek-e-Insaf for accumulation of assets beyond known sources of income, officials said.

Malik Naveed Khan allegedly embezzled millions of rupees in the procurement of arms for the Khyber-Pakhtunkhwa police at exorbitant prices on the pretext of fighting terrorism, they added.

“He (Naveed), who served as inspector general police K-P, allegedly made Rs25 million in an arms purchase deal worth Rs6 billion with a Chinese firm during his tenure,” a member of an executive board of NAB told The Express Tribune.

The decision to start investigations against Naveed was taken in a board meeting on Wednesday, which also approved investigations against deputy IGP K-P Khurshid Alam, in the same case.

Naveed, who is now pursuing a political career with the PTI, is working with his close friend, head of PTI’s scrutiny committee in the province, Rustam Shah Mohmand. …..

Court Revives Investigation on ISI Money for Politicians

ISLAMABAD: The Supreme Court on Monday fixed February 29 to hear the petition filed by Pakistan Tehrik-i-Insaf (PTI) leader Asghar Khan 16 years ago pertaining to Inter Services Intelligence (ISI) distributing money among politicians.

Meanwhile, the former ISI chief Gen. (Retd) Durrani submitted an affidavit confirming the accusation.

The petition has called upon the apex court to punish the politicians and political groups who have been receiving pots of money from the agency.

Various politicians had demanded the petition to be heard.

Air Marshal (retd) Asghar Khan, in 1996, wrote a letter to then chief justice Nasim Hasan Shah against former army chief Mirza Aslam Baig, former ISI chief Lt-General (retd) Asad Durrani and Younis Habib of Habib and Mehran Banks, relating to the disbursement of public money and its misuse for political purposes.

Elections Were the Tip of the Iceberg

As a guest of the interim Prime Minister Ghulam Mustafa Jatoi, I had witnessed how state funds and propaganda were used to defeat Benazir. But I was still an onlooker, without inside knowledge of what had transpired in the inner circles. Then still an inexperienced reporter, I couldn’t guess how the establishment defeated the PPP, which, right or wrong, had the support of the masses.

In 1996, some clues emerged. Retired Air Marshal Asghar Khan filed a case in the Supreme Court, alleging that the powerful secret service wing of the army – the ISI – had rigged the 1990 election. Based on Asghar Khan’s petition, former ISI chief, Lt. Gen. Asad Durrani took the stand in the Supreme Court and provided an affidavit that the army had indeed distributed Pkr 140 million (USD 1.6 million) to anti-PPP candidates, only a few months before the October 1990 election.

The anti-PPP candidates banded in the IJI comprised feudal, Islamic and ethnic parties that resolutely opposed Benazir’s populist rule. Subsequently, we learnt that the care-taker President Ghulam Mustafa Jatoi, who had stayed mum while Chip probed him – had actually taken PKR 5 million (USD 59,000) from the ISI. Meanwhile, Nawaz Sharif – who was ushered in by the military to succeed Benazir as prime minister – was revealed to have received PKR 3.5 million (USD 41,000) from the spy agencies.

Apparently, the army was so scared that Benazir would be elected back into power that their IJI coalition distributed state funds among various interest groups to prevent her return.

As I covered national politics, Asghar Khan talked to me in earnest, as though I was a player rather than a reporter. Then in coalition with the PPP, he told me that Benazir and Nawaz ought to unite to repeal Article 58-2(b). This was the constitutional clause introduced by Gen. Zia ul Haq that allowed presidents like Ghulam Ishaq Khan to dissolve the assembly.

Although, I shared Asghar Khan’s desire for principled politics, it surprised me that he seemed clueless about Benazir’s approach of doing whatever it took to return to power.

DERA GHAZI KHAN: Warning the army against ‘intervening’ in political affairs, the Jamiat Ulema-e-Islam chief said on Monday that all ‘power hands’ showing the way to the ballot, will, in turn, be shown their way back to the barracks.

Addressing a rally in Dera Ghazi Khan, Fazlur Rehman said that threats, in the name of the Haqqani network, to the government and the attack on the Salala check posts are outcomes of a ‘one man show’ and secret pacts of the past.

These pacts, he added, have cost the country’s economy $80 billion and killed 35,000 people, and urged that the perpetrators should be held accountable.

Dismissing PTI’s popularity

Regarding the rising popularity of Pakistan Tehreek-e-Insaf (PTI), the JUI-F chief said that the party is “just a paper, which will disappear soon”.

“All those with the illusion of power are joining PTI. They have no conscience and no fixed place as they are nomads,” he said, adding, “Today they are in PTI but tomorrow they will be with any other power giant.”

Talking about the strength of the rally in Karachi on December 25, Fazl said that his party will gather more people in a single procession of a district than PTI gathered from all over the country. ….

A few quick thoughts:

1. The campaign is well thought out and professional. It would be interesting to find out who all wrote the script.

2. People are indeed waking up, and PTI is indeed giving hope, but every time the people wake up it doesnt lead to where they think they are going (think about the millenarian excitement at the time of partition). The problem in any case is not the people or IK’s plan. Both are essential steps (if only partially understood) in a modern third world capitalist framework, and eventually the people/nation will indeed get there (they may think they are going elsewhere, but so did the people of China and see where they are today) but GHQ will have to be defanged along the way and taught new tricks. And one cannot underestimate GHQ and their genuinely problematic attachments to ideas incompatible with the needs of capitalist Pakistan … not so much from malign intent as from genuine lack of understanding (pak studies level BS is not just BS to them). Khan sahib is sincere, his followers are more than sincere, but the framework right now is only haflway there. Dangerous aspects of nazria e pakistan will have to be removed (quietly and surreptitiously, not the way I am saying it, I know), various groups will have to be accommodated or ruthlessly crushed (think Balochis, MQM, FATA, Jihadis) … all of which is doable, but not in this cycle by THIS tsunami. .. and all of which will include steps that may horrify some members of the excited middle class… Shah Mehmood Qureshi and Jahangir Tareen will not bring home the bacon.

3. There is indeed a new class of rich people in Pakistan and they need a more efficient capitalist country. They want to get together with PTI and GHQ and they think they will make Pakistan a stable capitalist country where property rights are secure (now that THEY own the property, thank you Hindus and Sikhs, and thank you current round of looting of public property, among other things). Its a necessary next step, but one has to be careful..who is writing the script? Many people are, but whose script has the deepest level of planning and muscle? GHQ.  They may still want to have their jihadi-nazria-e-Pakistan-irrational-anti-Indian cake and eat capitalism too….its tough to do that. They will have to kill some jihadis along the way and it wont be pleasant work. They will need much more Chinese money and that wont come without security for Chinese capitalists. Many eggs will have to be broken to make this omelette. And “resilient awam” will have to give some more “qurbani” (sacrifice) for the future greatness of Pakistani capitalists. Its true that our people are resilient, but not endlessly resilient.

4. I am NOT saying nothing good will come of this. People will get organized and get active. Many will get disappointed, but others will go on to new levels of effort and organization and understanding. How else do we learn? Just saying “this is not that dawn”…For various historical reasons, Chinese capitalism will be a bit more welcome than the Western brand, but its still capitalism and it has its own associated sacrifices…and the cultural and ethnic contradictions that have to be resolved will be resolved with very unpleasant tactics.

5. If you want a prediction, i think there is at least a 50% chance of IK being PM next year. And a 37% chance he could be assassinated some day to make way for Shah Mehmood Qureshi … in the best interests of the nation, mere aziz humwatno (my dear countrymen … standard refrain of martial law speeches in Pakistan).. and if PMLN and PPP are halfway capable, the job may turn out to be harder than today’s excitement makes it seem.

Those joining PTI are power hungry nomads: Fazlur Rehman

MULTAN: Chairman Jamiat Ulema-e-Islam-Fazl (JUI-F) Maulana Fazlur Rehman criticised Pakistan Tehreek-i-Insaf’s (PTI) new entrants on Sunday calling them power hungry nomads.

Addressing the media in Madarsah Jamia Qasim ul Uloom the JUI-F leader said that only power hungry nomads were joining the PTI. He criticized the group of industrialists, politicians and people joining PTI, adding that they will destroy Pakistan because they had no sense of political stability, survival and sovereignty of Pakistan.

“They are all just following power and trying to save the future of their political career,” he said.

Rehman further said that people were aware of the nature of nomads who keep moving for their survival and betterment, so is the case of the politicians and industrialists joining PTI who will fail eventually. ….

His personal grievances with Zardari for not giving him Foreign Ministry reached to a level where he is prompting highly poisoned arguments on nuclear issue, and promoting anti-India sentiments.
