In the national temple dedicated to the worship of the leading Pakistani deity, the holy glitter of real estate, how could Pakistan Air Force be left behind? Iqbal, the national poet – whom we’ve given sufficient reason to turn in his grave – saw the Falcon, the Shaheen of his poetry, dwelling on the peaks of the highest Himalayas. PAF has slightly amended the image. The Shaheen henceforth will be mostly found among the luxury apartment blocks erected by the PAF’s own housing society, Fazaia.

In the beginning was the Word, saith the Bible. Everything else followed. In Pakistan it was slightly different. In the beginning was the Defence Housing Colony, Karachi, made into the Defence Housing Authority through military statute by that defender of the faith, General Ziaul Haq. As a colony it was like any other housing colony. As an authority it was endowed with statutory power – lord in its own domain, answerable to no civic body.

The property in its jurisdiction was already valuable. With the bestowal of authority status, it became still more valuable.

The British set aside vast tracts of land for cantonment purposes. In the Lahore cantonment area there used to be firing ranges, drill areas and regimental locations. The eye of the Momin was more ingenious and found other, more lucrative uses for those rolling fields. If Karachi had developed a choice defence housing colony by the sea, how could the Lahore Garrison stay behind? So Defence Lahore came up, which through another military statute was given authority status by that other soldier of Islam, General Pervez Musharraf.

His then Lahore corps commander, Lt Gen Zarrar Azeem, opened up so many defence housing sectors that in military circles he came to be known as Zarrar Zameen.

Pakistan acquired a unique distinction. Whereas elsewhere on the planet the word ‘defence’ conjured up a vision of cannon, tanks and earthworks thrown up against threatening armies, in its case defence came to symbolise real estate. That unknown wag deserves a prize who first said that F-16 was a corner plot.

Somewhere in the 1990s in the time of that enterprising naval chief, Grand Admiral Mansoor-ul-Haq, the navy, bahria in Urdu, following the army footsteps, entered the real-estate business in partnership with that legendary figure now the uncrowned king of this holy endeavour. The navy provided the logo, which gave the partnership credibility; from the budding tycoon came the drive and the expertise.

Malik Riaz ‘nabbed’ ? Dream Island crashes-X

The good news is that the NAB finally woke up to stop Port Qasim Authority from giving further concessions to Malik Riaz of Bahria Town to build, if at all he plans to do that, the alleged Island City, 3.5 km off the Karachi coast.

Of course, Malik will continue to publish ads showing fabulous pictures of Dubai’s man-made islands besides announcements about building the world’s biggest Mall and the tallest building. No explanation is given about the equity; who will put in how much money and how. And this is about a whopping sum of $ 45 billion. But Malik Riaz keeps changing his figures as pennies in his pocket. After the Abu Dhabi Group backed out, Malik Riaz brought the figure down to Rs 15 billion investment through a news report from his ‘chosen’ editor and newspaper.

The figure was ballooned to $ 15 billion in six hours and then to $ 20 within 24 hours–interestingly propagated by the same media groups. Bahria rose the figure back to its original claim of raising $ 45 billion in its ads published by almost all mainstream newspaper. Only this time there was no name and face of the investor, except the promise that a consortium of Arab and Europeans will descend upon Pakistan soon to pledge the $ 45 billion just because “Bahria commits, Bahria delivers.”

Thousands of cases exist where Bahria has not delivered at all with people running from pillar to post to recover their life-savings– Awami Villas (DHA phase-2 extension), Bahria Town Phase 9, DHA Valley, REHC, just to name a few.

What we have on the table is the grand arrival of controversial US investor, Thomas Kramer, whose net worth is $ 90 million. How will he bring in the promised money is yet to be seen. Malik Riaz shows a loss of Rs 107 million in his personal income declaration for the last three years (2010-12). He owes another Rs 107 billion in taxes as documented by the Federal Tax Ombudsman (FTO) and much more to investors whom he is yet to ‘deliver’ despite taking billions in advance illegally. Yet he keeps buying jet planes, the latest being a $ 20 million worth hawker Beech craft that he bought last month, perhaps to facilitate the electoral candidates that he is supposed to ‘deliver’ from every political party. The likelihood is that he may not declare this as he has not declared the Rs 850 million that he declared on TV to have spent on Shahbaz Sharif’s Ashiana Scheme or the Rs 2 billion that he claims to spend on feeding people.

So the only concrete thing on ground is the dubiously acquired State land for which he invites investors.

The NAB, we are told, took notice of complaints under the Prevention of Corruption Initiatives regarding the award of contract by the PQA. This was done after several complaints from Transparency International, consumer watchdogs and nationalists. The Sindh Assembly opposition lodged explosive protest against the sale of the ‘motherland.’ It got provoked because nobody consulted the Assembly about giving the project, which, among other things, entails building the world’s tallest building on its soil. Sindhi nationalists got incensed over Prime Minister Pervaiz Ashraf receiving the US tycoon who is accused of rape, child-molestation and many other traits that he shares with his hosts here.

He was also received by the MQM contingent including Governor Ishratul Ibad, who went a step forward by offering him 4500 acres over and above the 1200 acres ‘delivered’ by the PQA. Malik seems everybody in his pocket. Who else can bring an alleged rapist and make the high and the mighty of this land receive him without any notice. “What is going on here?,” asked Sindhi activist Zulfiqar Halipoto who led a protest rally in Islamabad. A placard in the rally asked: “How stupid can we become?”

Endlessly, we think. The NAB surprised everybody by advising “the PQA not to sign any concession agreement in violation of RFP, government rules and regulations.” It bragged that it has made mandatory for the PQA to get the contract vetted by a panel of experts also “give a presentation regarding compliance of all terms and conditions of agreement by the Bahria Town.”

The bad news is that nobody trusts the NAB, which is accused as “Bahria’s laundry shop” where they like to take their difficult cases to get a tag of piety. NAB Chairman Fasih Bokhari had his daughter working for Bahria Town earlier. Bokhari, who served in Pakistan Navy when Bahria was in partnership with it, was accused of having clandestine arrangements with Malik Riaz in a court of law. Many think that the NAB shows the interest to take the charge and give a clean chit t Malik Riaz. Only in movies, you might say.

Interestingly, Malik Riaz identifies himself with movie characters. His web site actually shows a long note in his own writing comparing his life with the hero of Bollywoods movie Guru (Abhishek Bachan). He writes, the chapter is titled “Guru or king-maker,” that as Guru he also grew against all odds. He particularly mentions the climax, where Guru thunders before an inquiry board that “I tried to play it straight but I was obstructed because nothing happened without bribery and corruption.” He goes on to describe that, as Guru, Malik Riaz also had to “open the doors” whatever it took from ‘sifarish’ to bribery to violence. In the process, he says, he made himself rich and everybody else. The crux is that, as Guru, that the ordinary courts could not judge him as it is for the people to decide.

Most observers are worried about Afghanistan after the withdrawal of US-Nato forces from there in 2013-2014. It should be interesting to see what would happen to Pakistan once the Americans are gone.

Islamabad’s Jinnah Institute in its briefing (July 25, 2011) spelled out Pakistan’s ‘objectives’ in relation to post-withdrawal Afghanistan. The most outstanding point made in the report pertained to India: “Pakistani foreign policy elite accept that India has a role to play in Afghanistan’s economic reconstruction … but Pakistani security establishment [thinks] a reluctance to address Pakistani misgivings increases the likelihood of a growing Indian footprint, and in turn, New Delhi’s greater ability to manipulate the endgame negotiations and the post-settlement dispensation in Kabul”.

Will India get out of Afghanistan after the American withdrawal? From a statement by the Indian Prime Minister Manmohan Singh (“we will support the Afghan people”), it appears that it plans to retain its presence in Afghanistan.

The most likely post-withdrawal scenario is that there will be a civil war in Afghanistan. A parallel war will take place between the Afghan National Army and the non-state actors from Pakistan. The US commander in Afghanistan, General John Allen, has told Congress he thought a future 230,000-strong Afghan force, scaled down from a planned 352,000, was enough after 2017. That will historically be the largest army Afghanistan will ever have.

ISI’s classic blunder in Siachen Conflict (1984)?

1984 Siachen was another debacle by Pakistan Army. Shouldn’t our COAS and GOC Siachen should be held accountable and resign? Of course don’t count our shameless generals to resign in the long tradition of our Army. They did not resign upon loosing wars or even loosing half of the country. Did they resign when the GHQ was attacked, or Mehran base or Kargil or 1965 or surrendering of whole battalions to Talibans, other fiascos. Most probably they got more bonuses and DHA plots and promotions …

Taliban releases video of DHA bomb attack

On the morning of September 19, 2011, as the people in Defence Housing Authority phase VIII left for work, and students started classes at the nearby CAS School, the ground suddenly shook, windows shattered, and a deafening roar was heard. At least 300 kilogrammes of explosives had just detonated outside. A new video released on Tuesday, claims that the attack was the work of Fidayeens of the Tehreek-e-Taliban Pakistan (TTP).

A double-cabin vehicle had detonated outside Central Investigation Department Senior Superintendent (CID SSP) Chaudhry Aslam’s residence destroying his house. This, according to the video, was a step in fighting against a “tyranny in which Pakistan is first and foremost.”

The attack, which killed eight people, including a school teacher and her son, was for long believed to have been a suicide car bomb carried out by militants linked to the deadly TTP who have attacked law enforcement agencies in similar attacks in other parts of the country.

The video released by the Taliban on Tuesday shows a man, claiming to be the suicide bomber sitting next to a laptop computer under a banner reading “Tehreek-e-Taliban Pakistan, Karachi Chapter”. He claims in the video that that the attack was a premeditated assault.

The alleged suicide bomber says that Pakistan, which was intended to be a country for the ‘pure’, is now ruled by those who are ‘impure’. That the rulers of Pakistan are foremost in spreading tyranny of the Kuffar (disbelievers).

“The name Pakistan has ‘Paak‘ (clean/pure) in it but its ‘napaak’ (impure) rulers actions have even stunned the Kuffar,” he says in Urdu with the Taliban poster on his back, a laptop, a pistol and what seems to be a copy of the Quran on a small table sitting next to him.

Why Imran Khan has decided not to go to Quetta with his so-called Tsunami

Brahamdagh Bugti’s sister, and Mehran Baluch’s sister-in-law Zamur Bugti (34), and 13-year old daughter, Jaana Domki were visiting the house of Zamur’s maternal uncle after attending a wedding ceremony of a cousin at Carlton Hotel in D.H.A, Karachi. They were accompanied by their driver (Barkat Baloch) and a helper’s 12 year old daughter. They were travelling in a black Toyota sedan (Registration: ANR-353). The car also had an MPA Balochistan plate on it.

Between 1 and 1:30 AM on the 31st of January, shortly after leaving the uncle’s house, a black coloured car intercepted Bugti’s car near Gizri Bridge, Clifton. A man dressed in black shalwar kameez and wearing a black face mask jumped out of the car and shot the driver, Barkat Baloch, as they tried to get away. The driver was killed on the spot as a result of multiple bullet wounds to the head. Then the assailant opened the rear door at which point two bikes arrived at the scene and parked on the left and right side of the car. Upon opening the door, Zamur Bugti offered her jewellery, phone and valuables to the man, thinking that he was a robber. In response the killer told Zamur that he didn’t need her valuables and that he was there to kill her and her daughter, in urdu. Zamur Bugti told him to spare her daughter and that he could kill her. At this point the killer went to the daughter who was sitting on the front passenger seat and fired multiple shots at her, hitting her in the chest and neck.

Zamur Bugti was made to witness the brutal killing of her daughter. Zamur Bugti was then shot over a dozen times in the head, face and neck at point blank range and was left in a pool of blood. During this incident, the police were spectating from a distance.

We have gathered all this information from a first-hand witness who was a helper’s daughter. She was deliberately spared by the killer. The girl ran back to the house which they had just left and informed the family there of what had happened. The family members immediately rushed to the scene where they found the previously spectating policemen close to the victims’ bodies, trying to steal jewellery the victims were wearing. A family member who just arrived at the scene from the uncle’s house witnessed this and yelled at them and told them to get away, so they stepped back. No personal belongings were taken.

If you watch the video of Imran Khan’s Karachi Jalsa, you will see Imran Khan coming to the venue by an Army helicopter and then escorted and surrounded by armed Army commandos. The Army and ISI provided full security to him, before and during the jalsa. A million dollar question is , where was the Army and ISI when twice prime minister of Pakistan, Chairperson of PPP, Benazir was speaking at Liaquat Park, Rawalpindi, a stone’s throw distance from GHQ? Why was absolutely no security was provided to her, even as is now disclosed by ISI that there was a specific plan to murder her? Was it because the generals perceived BB as a threat to expose them before the public?

Is their support of Imran Khan because Army generals think that he will get them out of the deep hole they have dug for themselves and get Talibans/ Jihadis and Americans off their backs, sustain their narrow destructive policies and that they can go back to their messes and golf courses and DHAs? Paradise city: DHA City masterplan unveiled to real estate agents

KARACHI: On Wednesday at exactly 10 am, the master plan for the Defence Housing Authority (DHA) City Karachi or DCK was revealed to real estate agents and investors.

The residential project is located 56 kilometres from the city and is being constructed at the cost of one billion dollars. It is spread over 11,640 acres of land and will be self dependent for water and electricity – at least when the first batch of owners build their houses in the next four years.

While referring to the 25,000 plots sold in 2010, DHA Administrator Brig. Aamer Raza Qureshi said that by going public with the master plan, he hoped that the people would start paying up their installments. He added that they still hadn’t received around 30% of them. The project is expected to attract a total investment of over three billion dollars ….

Reforms in Pakistan Army

Let me reproduce the examples of some other reforms which were undertaken to bring British Army under the control of parliament and to integrate the induction/workding of WOMEN in the army (Annex I).

Taking this opportunity I would also like to reproduce some of my earlier messages regarding the induction of pure provincial regiments/ battalions (Annex II) (which is akin to localization scheme in Cardwell’s reforms) and abolishment of Military Hospitals (Annex III) and Cadet Colleges/ Army Schools (Annex IV).

I think this provides sufficient body of starting background to initiate a campaign for defense review in Pakistan. There are many other points that could be added e.g., abolishment of DHAs, Cantonment Boards, etc., banning the Army/ Military from involving in the provision/business of social services (education, health, transportation, banks, petrol pumps etc just to name a few) and allowing army personnel to go to civil courts etc.
