Why I support Baluchistan

…. Well, to paraphrase Shakespeare, methinks Islamabad doth protest too much. In fact, Pakistani elites are upset not about lies but the truth.

Baluchistan is Pakistan’s largest province in area and lies in the south, near Iran and Afghanistan. It is replete with natural resources and treated like a colonial possession. Its natural gas, gold, uranium and copper are exploited for the benefit of the ruling elite in Islamabad; meanwhile, the Baluch people remain desperately poor. The province includes the port of Gwadar, on the Arabian Sea, which China has been developing and may turn into a naval base. The Baluch have been dispossessed of land and fishing as a result, while construction jobs and land grants have gone to Pakistanis from other provinces.

First carved up in 1871 by Persia and Britain, the area has a distinct identity that dates to ancient times. In 1947, the ruler of the nominally sovereign and largely autonomous Baluch state of Kalat, which was established in the 17th century, declared independence as the British empire gave way to the nations of India and Pakistan. The Pakistani army marched into Kalat and ended this brief national independence. A popular uprising against this takeover was crushed in 1950. Subsequent revolts in 1958, 1973 and 2005 — the last of which is ongoing — and the Pakistani army’s use of terror tactics against Baluch civilians, indicate continued popular discontent against rule by Islamabad.

With this resolution, I do not seek to single out Pakistan. I have long championed the principle of self-determination. For example, every Pakistani ambassador to the United States for the past 20 years is well aware of my support for the Kashmiri people. Indeed, at the Feb. 8 House subcommittee hearing on Baluchistan, I compared Baluchistan to Kashmir. In 1995, I introduced a resolution that stated in part: “a cycle of violence exists in Kashmir as a result of the Indian Government’s refusal to permit the people of Kashmir to exercise their right to self-determination.”

This is consistent with my commitment to support freedom and people’s right to control their own destiny in accordance with their cultural values and sense of identity. There are many good people in Pakistan who understand that the abuse of human rights by security forces in Baluchistan is a stain on the honor of their country. Such heavy-handed oppression is also counterproductive. It drives people away.

We should not remain a silent partner to a Pakistani government that engages in monstrous crimes against its people and has been an accomplice to terrorist attacks on Americans, including those of Sept. 11, 2001. The real irritant to U.S.-Pakistan relations is not my resolution but the policies of the Islamabad government and military. Consider the plight of Shakeel Afridi, the Pakistani physician who helped lead our Navy SEALs to Osama bin Laden. He has been arrested and threatened with a charge of treason. An inquiry commission deemed him a “national criminal” because he helped the United States put an end to the terrorist who plotted the deaths of thousands of Americans.

Islamabad has not only sheltered al-Qaeda but also provided a base of operations for the Taliban, who continue to kill Americans. With one hand officials thumb their noses at us and with the other hand they grab billions in our foreign aid. It is time Washington stopped aiding Pakistan and developed a closer friendship with India and, perhaps, Baluchistan.

I make no apology for submitting a resolution championing the oppressed people of Baluchistan in their dealings with a Pakistani government that has betrayed our trust.

Forced conversion of Hindus in Pakistan jolts US out of slumber

WASHINGTON: Pakistan’s state-endorsed discrimination, and in some cases extermination, of its minorities has finally caught the eye of Washington lawmakers. Coming on the heels of support in Congress for a Baloch homeland in the face of Islamabad’s depredations in the region, a US Congressman has zeroed in on the abduction and forced religious conversion of Hindus in the country highlighted by the case of Rinkel Kumari.

In a sharply-worded letter to Pakistan’s President Asif Ali Zardari, Congressman Brad Sherman urged him to take action to ensure the return of Rinkel Kumari to her family, pursuant to reports that she had been abducted with the help of a Pakistan People’s Party (PPP) lawmaker. In a case that has been widely reported in the liberal Pakistani media, Rinkel, who was abducted on February 24, was forced to marry one Naveed Shah and convert to Islam.

She was subsequently produced before a civil judge twice, but she was reportedly coerced into claiming that she had converted on her own will, even as her family was denied access to her in kangaroo court proceedings that revealed in video clips to be led by a frenzied mob of zealots, including armed followers of the Pakistani lawmaker. According to Pakistani civil liberties activists in Washington DC, Rinkel was allegedly threatened while in police custody that if she did not change her statement, she and her family would be killed.

”Rinkel Kumari’s case is just one case of abduction and forced religious conversion in Pakistan,” Congressman Sherman said in the letter to Zardari, citing the Asian Human Rights commission figure of 20-25 kidnappings and forced conversions of Hindu girls in Sindh every month. ”I urge you to take all necessary steps to bring an end to this practice and other harassment of Hindus in Pakistan.”

The Rinkel Kumari case was brought to the attention of US lawmakers not by Hindu activists but by the Sindhi American Political Action Committee (SAPAC), a lobby group that, like the Baloch groups, is increasingly asserting the secular and syncretic identity of Pakistan’s Sindhi community in the face of growing Islamization in the country. Sapac activists are telling US lawmakers that state sponsored discrimination against minority groups in Pakistan is rampant and is causing Hindus to migrate out of Pakistan in droves.

Hindus, who constituted more than 15 per cent of Pakistan’s population soon after Partition, have now dwindled to less than two per cent, mostly in some districts of Sindh. There have been several reports in recent months of Hindu families seeking to migrate to India in the face of growing radical Islamization of Pakistan, including abduction and forcible conversions, but it is the first time that Washington, which literally slept over Pakistan’s genocide of Bengalis in 1970-71, is paying attention to the issue.

US interest in the Rinkel Kumari case comes close on the heels of sudden support in Congress for Baloch self-determination, an effort led by California lawmaker Dana Rohrabacher. That effort has rattled Islamabad to the extent that it has told American interlocutors that Pakistan-US ties will be deeply affected if Washington interfered in Balochistan, even though the Obama administration has clarified that support for an independent Balochistan is confined to the Hill, where lawmakers are free to introduce any legislation they deem appropriate. That in turn resulted in Sherry Rehman, Pakistan’s ambassador to the U.S.,, writing to House Speaker John Boehner, expressing deep concern over Congressional action on Balochistan.

…. Dana Rohrabacher’s resolution in the US Congress states that the Baloch people “have the right to self-determination and to their own sovereign country”. Expectedly, this unleashed a torrent of anger in Pakistan’s government and media which overwhelmingly saw this as a conspiracy to break up the country. Pakistan-US relations have descended another notch; attempts by the US State Department, as well as the currently visiting group of Congressmen, to distance themselves from the resolution have not worked. …

…. The official Pakistani response to Rohrabacher is still more flawed. Foreign Minister Hina Rabbani Khar termed the tabling of his bill “a violation of UN charter” and of Pakistan’s sovereignty. But this line of defence could forfeit Pakistan’s moral right to criticise other states, Syria and India included.

Consider the fact that on February 17 Pakistan voted for an Arab League-sponsored resolution in the UN General Assembly which calls upon Syria’s President Bashar al-Assad to step down. This surely constitutes interference in the internal matter of a sovereign country. But Pakistan did well. In a civilised world national sovereignty must come second, and human rights first.

Pakistan has also long criticised India — and justly so — for its human rights abuses. But more people are dying in Balochistan today than in Kashmir. For all their brutality against stone-throwing Kashmiri boys, the Indians have not yet used helicopter gunships and fighter jets against Kashmiris. Pakistan, on the other hand, uses airpower as a matter of course in Balochistan and Fata. ….

The ‘anti-state’ Sarmachars of Balochistan – Marvi Sirmed

After US Congressman Dana Rohrabacher’s sudden attention to Balochistan, the Pakistani media went bonkers to protect the proverbial ‘sovereignty’ of our country — a cause championed by the security establishment and most of its mouthpieces in the media as well as political circles and civil society. Emerging from the fathoms of near oblivion to almost a dozen Op-Eds in the mainstream press daily, Balochistan is now the darling of the prime time TV cupola as well.

If the anchors and columnists want to sound more profound, and if they run out of words to express the imperiousness of the US Congress for interfering in Pakistan’s internal matters, they would endlessly repeat almost clichéd references to 1971 with emphasis on giving ‘due importance to the Baloch problem’. The umpteen ‘political analysts’ and ‘Balochistan experts’ religiously recount the current government’s failure to address the issue despite the latter’s trumpeted mantra of ‘democracy, the greatest revenge’. Such talk would be garnished with admonishing the ‘irresponsibility’ of the Baloch nationalists in attacking innocent citizens of ethnicities other than the Baloch.

What goes completely missing from this narrative is the origins of the conflict, the response of the state to the centrifugal nature of Baloch nationalism and the ever deteriorating civil-military relations in Balochistan, which now seem to have reached the point of no return. The way Balochistan was made to accede to Pakistan goes missing from the textbooks alongside any reference to the military operations carried out in 1948, 1958-59, 1962-68, 1973-77 and the current surge starting from 2002 to date. The result is a general apathy towards Balochistan in the rest of the country with almost no understanding of the surges in historically seeded ethno-nationalism in Balochistan, described as ‘Baloch insurgencies’ in the mainstream media. The same media gives prime space to opinion makers who describe Taliban insurgents as ‘freedom fighters’. No wonder one finds so many people in upper Punjab and Islamabad who take Baloch nationalists as ‘traitors’, while the Taliban militants as flag bearers of Muslim nationalism. ….

Witnessing ethnic cleansing of Balochs – Balochistan ministers eye-witnessed 3 execution style slayings: Umrani

A Balochistan minister and provincial  president of the ruling Pakistan People’s Party dropped a bomb shell on the floor of the Balochistan assembly Monday when he revealed that he and two other government minsters saw with their own eyes the execution-style killing of three Baloch youths by the Frontier Corps.

Sadiq Umrani,, Balochistan minister for communistaion and works, told the shocking story on the floor of the House, pro-independence web sites reported Monday.

“Few months back I (Sadiq Umrani), Zaffar Zehri and Younas Mullahzai were returning to Quetta from Kalat after offering our condolences to Agha Irfan Karim on demise of his mother. All three of us saw the FC shooting at three people; their hands were tied behind. The next day bodies of the three men were found dumped [in Mastung]. We are eye-witnesses of that incident,” Umrani told the Balochistan provincial assembly.

Umrani’s remarks come just two days ahead of the Oversight and Investigations Sub-committee of the House Foreign Affairs Committee, summoned by Rep. Dana Rohrabacher at the Rayburn House Office Building on Wednesday.

Zaffar Zehri, who is home and tribal affairs minister, oversees much of the law-enforcement work in the bloody province and is an estranged brother of the chief of the Zehri tribe and servbices and general administration minister Sardar Sanaullah Zehri.

Mullahzai is the information minister of Balochistan.

Umrani made the speech during a debate on the killing of family members of opposition member Mir Bakhtiar Domki.

Domki’s wife Zamur Domki, 32, daughter Janan Domki, 13, and family driver Barkat Baloch were allegedly gunned by agents of Pakistani secret services in the wee hours of January 31 in Karachi, commercial capital of Pakistan.

Umrani has strong feelngs for Baloch patriots.

Though a member of a federalist party, Umrani has been a close friend of Baloch patriotic leader Dr. Abdul Hayee of the National Party since the time they were in jail together four decades ago.

On February 8, representatives of Human Rights Watch (HRW) and Amnesty International testified before the Foreign Affairs Sub-Committee on Oversight and Investigations at the US Congress against grave human rights abuses committed by Pakistan’s security forces in the restive province of Balochistan. Since then, Islamabadhas used as many as 10 different channels to strongly protest against what it calls America’s “blatant interference” in its “internal affairs”.The issue has flared up further following the introduction of a House Concurrent Resolution by Republican Congressman Dana Rohrabacher seeking the right of self-determination for the native Balochs. Pakistan has summoned the acting US ambassador to Islamabad twice in a single week at the foreign office, passed a parliamentary resolution and protested through its ambassadors in Washington DC and at the UN. Wasim Sajjad, a former Pakistan Senate chairman, while referring to HRW, has called for “immediately taking action against those NGOs or persons who are accepting dollars from the US and are pursuing their agenda on the lands of Pakistan and destabilising Balochistan.”

Although the congressional hearing and subsequent resolutions were not sponsored by the Obama administration, American diplomats still face the wrath of Pakistani officials due to utter ignorance of the American poli-tical system. Anti-Americanism is not unfamiliar in Pakistan, but bashing the Obama administration for a ‘crime’ it has not committed simply means there is something fishy in Islamabad’s cupboard.

A US Congressman Dana Rohrabacher has introduced in his country’s Congress a resolution seeking the right of self-determination for Baloch in Pakistan.

The resolution called as the House Concurrent Resolution in the US House of Representatives and co-sponsored by Representatives Louie Gohmert and Steve King calls for sovereign country for the people of Balochistan.

A week ago, Congressman Dana Rohrabacher had also chaired a Congressional committee’s hearing on Balochistan. His move is likely to affect Pakistan’s relations with the US. Both the countries are already sharing difficult relationship after the NATO attack on Pakistani post. Pakistan in reaction had suspended NATO supplies to Afghanistan.

The resolution says hat revolts in 1958, 1973 and 2005 indicate continued popular discontent against rule by Islamabad, and the plunder of its vast natural wealth while Baluchistan remains the poorest province in Pakistan.

The resolution further adds there is also an insurgency in Sistan-Balochistan, which is being repressed by Iran. The people of Balochistan, it said were divided between Pakistan, Iran, and Afghanistan and they had the right to self-determination and to their own sovereign country and they should be afforded the opportunity to choose their own status among the community of nations, living in peace and harmony, without external coercion.

Media reports said Rohrabacher, who is also the Chair of the House Foreign Affairs Subcommittee on Oversight and Investigations also issued a statement from his office which said, “The Baluchi, like other nations of people, have an innate right to self-determination. The political and ethnic discrimination they suffer is tragic and made more so because America is financing and selling arms to their oppressors in Islamabad.”

The press release further added that Balochistan is “rich in natural resources but has been subjugated and exploited by Punjabi and Pashtun elites in Islamabad, leaving Baluchistan the country’s poorest province.”

WASHINGTON: A United States (US) Congressman has submitted a bill to the House of Representatives asking to grant US citizenship to Dr Shakil Afridi, the doctor who provided vital help to the US in finding Osama bin Laden in Abbottabad.

The bill submitted by Congressman Dana Rohrabacher on Friday, called for Dr Afridi to be deemed “a naturalized citizen of the United States.”

In his speech in Congress, Rohrabacher, who is also the Chair of the House Foreign Affairs Subcommittee on Oversight, said, “Pakistan’s Inquiry Commission on the Abbottabad Operation, the US mission which killed bin Laden, has recommended that Dr Afridi be tried for treason for helping the US. If convicted, he could be executed. My bill would grant him US citizenship and send a direct and powerful message to those in the Pakistani government and military who protected the mastermind of 9/11 for all those years and who are now seeking retribution on those who helped to execute bin Laden.”

Rohrabacher cited media reports that Dr Afridi’s wife, an American citizen of Pakistani origin was also missing. “This bill shows the world that America does not abandon its friends,”  adding that 21 members of Congress had endorsed the bill as well.

The bill, which was referred to the Committee on Judiciary, comes after US Secretary of Defense Leon Panetta said in an interview last week that Dr Afridi had provided key intelligence that led to the raid in Abbottabad.

Media reports had earlier said that Dr Afridi had organized a polio vaccination campaign in the city for the Central Intelligence Agency, in order to collect DNA sample to prove that the al Qaeda leader was present in the Abbottabad compound.
