A leaf from history: Zia rejects PNA’s conditions

The news of Z.A. Bhutto’s conviction shocked the PPP workers and supporters who hadn’t thought that Gen Zia would stoop so low. Though some violent protests took place in parts of Lahore and Sindh, the general law and order situation was not seriously affected as the government had taken measures to prevent the breaking out of any violence. For some reason the upper leadership of the party remained out of the scene, leaving the PPP workers directionless.

The military courts became over-active in handing down punishments of jail time and lashing. It was clear that the government wanted to send a message to the top PPP leadership that they could also be arrested in order to keep the administration working smoothly.

Two days after the judgment, on March 20, 1978, retired Gen Tikka Khan was arrested under martial law regulation No 33 for his involvement in political activities. Benazir Bhutto who was under house-arrest at her Karachi residence moved the Sindh government to arrange her meeting with her father at Lahore jail. The meeting was arranged for March 25.

The PPP lawyers worked round the clock to prepare an appeal to be filed in the Supreme Court. Some PPP leaders were of the opinion that there was no need to file an appeal against the verdict; instead they wanted to approach the military government through friendly circles to settle the matter amicably. However, saner elements in the party prevailed and finally an appeal was filed in the Supreme Court on March 25.

As the foreign minister in Ayub Khan’s government and later as the prime minister, Bhutto had developed friendships with a number of world leaders, especially in the Third World and the Arab countries. Now facing a death sentence he hoped they could prevail upon Gen Zia to spare his life. While messages from world leaders were coming in calling for a pardon for Bhutto, Libyan leader Muammar Qadhafi’s envoy, Abdul Ali Ubaidi, called on Gen Zia and conveyed to him a message from his president. Zia told him that at this stage the matter was pending with the highest court and he did not want to interfere in it.

While meeting foreign leaders Gen Zia always made sure that the meeting took place without any aide. It was, therefore, impossible to make out what the contents of the talks were and what transpired, leaving the people guessing.

Relieved of a major task of handling Bhutto which was now being done by the courts, Gen Zia focused his attention on strengthening his position politically. However he camouflaged his attempts in such a manner that he could not be blamed for being too ambitious. In this regard he was equally helped by some political leaders. He also began studying the lives and working styles of eminent dictators, like Napoleon Bonaparte, Adolf Hitler, Marshal Tito and Mussolini, who stayed in power for many years without being challenged by the people. He apparently wanted to learn how these dictators managed to retain power for so long. He also used to engage some of his associates in debates on what style of governanvce would work in Pakistan.

While messages from world leaders were coming in calling for a pardon for Bhutto, Libyan leader Muammar Qadhafi’s envoy, Abdul Ali Ubaidi, called on Gen Zia and conveyed to him a message from his president. Zia told him that at this stage the matter was pending with the highest court and he did not want to interfere in it.

During this time it appeared that the Pakistan National Alliance (PNA) was heading towards a break-up; Asghar Khan and Maulana Noorani had already parted ways. After the overthrow of Bhutto’s government, the PNA had decided to keep away from any interim arrangement offered by the military government. They remembered the performance of the Advisory Council Gen Zia had formed on Jan 14 to run the affairs of the government. Though the task of the council was to help in handling state affairs, Gen Zia himself supervised everything which negated the purpose of the council.

I am disgusted at what Zia did to Pakistan

To begin with, I absolutely loathe generals in uniform running countries. No matter how incompetent the politicians are, how relevant the doctrine of necessity is and how much of a messiah the man in the boots is, there is something very corrupt and amoral about the whole thing.

I remember watching Ziaul Haq’s martial law speech for the first time as a teenager during the peak of the lawyers’ movements. As a child who grew up in Musharraf’s martial law, I, for the first time, was discovering terms like ‘judicial independence’, ‘supremacy of the constitution’, and the ‘primacy of democracy‘. I was caught up in the romance of all that.

Then I saw his speech in which he shamelessly went on about how “Mr Bhutto’s” government has been brought to an end, assemblies dissolved and ministers removed.

What flabbergasted me was how could a man say all this in one sentence and never stutter for once. How could he tell his “aziz humwatno” (dear countrymen) that they are inconsequential and their elected institutions and people are nothing more than fragile toys left to the whims of a badly brought up child?

But he did all this, never being weighed down by the burden of his own words. Heck, he even talked about the constitution in the last part of the sentence. So the constitution, head of the government, provincial and national assemblies, ministers and governors, all went in the same sentence and the man did not even show a modicum of remorse. Despite this, we all know who was hanged in the wee hours of the morning and who got the much celebrated state funeral only fitting for a national hero.

A lot has changed in the last five years since I saw the video of his speech. The lawyers are upholding the law by banning Ahmadi-owned soft drinks and showering cold-blooded murderers with rose petals. Even judicial activism has been harbouring on the fringes of judicial martial law, but one thing has remained constant; my disgust for what Zia has done to my country and what he stood for.

On the other side of the Thar, Hindus, especially girls, are forced into Islam

Hindus constitute about 2.5 per cent, or 26 lakh, of Pakistan’s population.

Though sprinkled all over Pakistan, 95 per cent of Hindus are in Sindh.

Only Tharparkar district in Sindh has Hindus in majority: 51 per cent.

Other districts with sizeable population: Mirpur Khas (41 per cent), Sanghar (35 per cent), Umerkot (43 per cent)

Nearly 82 per cent of Pakistani Hindus are lower caste, most of them farm labourers

Cities with some Hindu population: Karachi, Hyderabad, Jacobabad, Lahore, Peshawar and Quetta.

In Tharparkar, Hindus own land. Krishen Bheel, Gyan Chand and Ramesh Lal are the Hindus in the Pakistan National Assembly.

Let me confess at the outset: I’m travelling in rural Sindh to verify specifically the reported widespread menace of abduction of Hindu girls, their forcible conversion to Islam and betrothal to Muslim men. My first port of call is the district court of Mirpur Khas. I promptly mingle among the crowd waiting for the court’s decision on a kidnap-and-conversion case. Different voices narrate contradictory stories. I am befuddled for the moment.

Soon, a frisson of excitement sweeps through the throng, as a police van drives through the gate. Inside it is Mariam. She’s 13 years old—and married! Mariam was Mashu, and Hindu, till the night of December 22, 2005. I pick my way through the jostling crowd. Mariam is in a red burqa, her gold nose ring sparkles. She tells me, “I’m happy. I don’t want to return to my parents or brother.” What’s the fuss about, I wonder.

It’s quite another story under the pipal tree of the court compound. Huddled under it are the villagers of Jhaluree, 20 km from Mirpur Khas. Among them is Mashu’s father, Malo Sanafravo. He says that at 11 pm, December 22, four armed men barged into their room. One of them was Malo’s neighbour, Akbar. They picked up Mashu, bundled her into the waiting car. “She was taken to Pir Ayub Jan Sarhandi’s village in Saamaaro tehsil.” There Mashu became Mariam and was married to Akbar.

Not true, insists husband Akbar. “Mariam has been always in my heart,” he gushes, saying, at 11 pm, December 22, it was she who had come over to his house. But it’s true that the Pir converted her and married them—it was his idea that they issue statements in the court. “Mariam was sent to Darul Aman in Hyderabad, in judicial custody,” Akbar declares.

A 13-year-old choosing to convert and marry? A 13-year-old testifying in the court, without her family by her side? Suspicious, I walk over to the SHO, caught in the middle of a heated exchange between two groups. Someone suggests he should allow the girl to meet her relatives. Before the conversion yes, not now. She has now become Muslim, says the SHO. He argues, “There’s a huge crowd here. If Mariam breaks down after seeing her father, there will be a communal riot here in the compound.”

A little later, there are celebrations as the word spreads: the court has allowed the couple to live together. Standing next to me is Kanjee Rano Bheel. He works for an NGO in the education sector; volunteers for the Human Rights Commission of Pakistan (HRCP) as well. “In just two hours Mashu was converted and married,” Kanjee says incredulously.

Disappointment and helpless rage fleet across his face. “In Darul Aman the girls are kept away from parents and pressured into issuing statements favourable to the abductors. They tame stubborn girls through death threats.”

So, was Mashu abducted and forcibly converted?

In Mirpur Khas, truth resembles the mirage of the surrounding Thar desert, teasing and tormenting me as I drive from Karachi into interior Sindh. It tests your credulity, it challenges your journalistic skills. Wherever I go, and whoever I meet, in disconsolate voices the Hindus talk about ‘missing girls’; their stories resemble Mashu’s—the theme of abduction, conversion, often followed by marriage, is common to most narrations. The girls then appear in courts to issue statements declaring their conversion was voluntary. All links to the natal family and the community are severed; they are lost to the family forever. On January 4, 2005, Marvi, 18, and Hemi, 16, were kidnapped from Kunri village in Umerkot district; three months later, on March 3, 14-year-old Raji was abducted from Aslam Town Jhuddo, Mirpur Khas. The script in their cases was similar to Mashu’s. “Only 10 per cent of all conversions involving girls are voluntary; because of romance,” says Kanjee.

Ten per cent of what? No official figures are available. The DIG in Mirpur Khas, Saleemullah, says, “If there’s need I’ll collect these figures.

Saleemullah, perhaps, should tap the HRCP for statistics. Its director in Lahore, I.A. Rehman, is an honourable man. Rehman told Outlook that the HRCP has, between Jan 2000 to Dec 2005, documented 50 cases involving conversion of Hindu girls to Islam. Its investigations too endorse what I had found in interior Sindh. In many cases where it was claimed the girls had eloped with their Muslim partners, the HRCP found that most were, in fact, abducted, forcibly married to Muslim men or sold to them. There have been cases of Hindu girls, usually from economically better off families, eloping with their Muslim boyfriends. Rehman says in most cases such marriages didn’t last long. With links to their families cut off, the girls were subsequently forced to marry another Muslim or sucked into marriage rackets.

Nuzzhat Shirin, who works for the Lahore-based ngp Aurat Foundation, understands why the girls don’t reveal their plight at the time they are presented in court. “When a Hindu is forced to become Muslim, such a ruckus is made that if the young kidnapped girl appears in court, the fanatics yell, scream, throw rose petals in the air and follow the youth into the building so that she’s intimidated and can’t speak,” Shirin explains.

Social stigma arising from the loss of virginity, and the consequent difficulty of finding a groom, prompt these women to accept their misfortune—and hope for the best.

Fifty incidents in five years represents just a percentage of the total number of cases, says Kanjee, pointing out that a majority of such crimes go unreported. “There have been 50 such incidents last year,” insists Krishen Bheel, who is a Hindu member of the National Assembly (MNA), the Pakistani equivalent of the Lok Sabha. He begins to rattle out the cases he remembers: two months back Sapna was kidnapped and converted in upper Sindh; seven months earlier it was 17-year-old Lakshmi in Nawkot, and then…. “The trend is increasing,” he says. “If these conversions are voluntary, then how come boys rarely ever convert?”

Only once did the popular resentment against abduction spill out in the streets of Mirpur Khas. It was in the ’80s: a girl named Sita had been kidnapped. Some 70,000 Hindus turned up to protest the kidnapping. The police opened fire, killing several. “Sita was never returned,” Krishen laments. “She had even told Justice Dhorab Patel, who later joined the HRCP, that she had been forcibly converted. We have now stopped agitating.”

Instead, the Hindus take the support of civil rights groups and the media to publicise abduction cases, hoping public scrutiny would goad the state into action.

On Dec 30, the day after the Mariam case was disposed, the Supreme Court took cognisance of the complaint Qosheela’s parents from Ghotki, Sindh, had filed. They claimed their 13-year-old girl had been kidnapped, converted, given the name of Hajra and married to a Muslim man. The girl, as in most other cases, had said she had converted of her own free will. A three-member bench, headed by Chief Justice Iftikhar Muhammad Chaudhry, ordered the medical examination of the girl to determine whether she had attained puberty (Islam permits marriage at that age). Should it be proved otherwise, the husband could be tried for rape.

Even cities are not immune to the menace. Last year, Sammo Amra and Champa in Karachi received a letter from their three missing daughters—Reena (21), Reema (17) and Usha (19)—informing that they had converted to Islam and were ordained under the dictates of their new religion not to live with infidels, including their Hindu parents. The letter bore the address of Madrassa Taleemul Islam, Karachi. It prompted Supreme Court Bar Association president Malik Mohammad Qayyum to petition the Supreme Court in the first week of December. He accused the religious seminary’s administrator of using coercive methods to convert the three girls. On December 16, the court ordered the police to shift the girls to the Edhi Welfare Centre and provide protection to them until the time it was ascertained they had been indeed compelled to convert to Islam.

Sensitive Muslim citizens feel the way to counter the menace is to reinterpret and widen the scope of law.

Major (retd) Kamran Shafi, an absentee landlord from Sindh, cites the case of 17-year-old Kochlia, who was kidnapped and gangraped in Jacobabad, Sindh, in Sept 2005. Four men were arrested for the crime. They were subsequently released because Kochlia stated in the court she had converted and was married to one of them. Shafi asks, “Isn’t something very, very wrong here? Suppose the poor girl was forced into changing her religion and marrying one of the assailants so that they get off the hook? Can’t the state prosecute the four on its own, for their original crime of rape?”

The three Hindu MNAs—Krishen Bheel, Gyan Chand and Ramesh Lal—raised the Kochlia case in the National Assembly. They claimed Kochlia’s statement was not tenable as under the local Hindu custom and law a girl can’t marry of her own will until the age of 20. Since Kochlia is a minor, her abductors should be tried for rape. Such an interpretation of existing laws could provide ample relief to Hindus.

Till then, though, the fear of kidnap stalks the Hindus of Pakistan. Krishen Bheel says Hindu girls are scared to go out; he has enrolled his own children into a Christian school. He points to Mirpur Khas’ strange predicament: there’s freedom to worship, there are 10 temples which bustle through the day with devotees; and yet Hindu girls here are kidnapped and converted—and the community humiliated.

Perhaps these abductions are part of the general scenario of crime against women in rural Pakistan (see box). Perhaps they are converted and married to criminals to enable the latter to escape the dragnet of the law. Yet, such arguments don’t comfort the Hindus. Sat Ram, of Shadi Bali village near Mirpur Khas, says Hindu girls are deprived of education because their parents are apprehensive of sending them to schools located at a distance. “They receive education only till the primary level. It isn’t safe to send them to school after that.”

But the plight of Hindu women can’t be seen just through the prism of gender discrimination rampant in rural Sindh. Reena Gul, of Sattar Nagar village, Mirpur Khas, says the boys too are converted but their numbers are very few. The community here feels it is the Islamist’s agenda to drive out non-Muslims from Pakistan. In fact, Krishen told the National Assembly that even Hindu businessmen are being kidnapped in Sindh for ransom. He said on the floor of the House, “Several religious parties are reportedly behind the move to convince the people that it is their responsibility to get rid of infidels from Pakistan, (that) taking ransom from non-Muslims is not a sin.”

I now set out to meet Pir Ayub Jan Sarhandi, whose name surfaces repeatedly in conversion stories. The drive from Mirpur Khas to Sarhandi village, Somarho tehsil, is through a picturesque landscape. Peacocks dance in the field and gypsies pitch their tents for the night. Even the Pir appears tranquil, his white flowing beard and winsome disposition camouflaging his mission.

Yet, when he begins to talk, he conceals nothing. Yes, the Pir declares, he has been converting the Hindus for the last 30 years. Perhaps his claims of converting a 1,000 families a year is a boast. “There’s a surah in the Quran which speaks specifically about conversion, especially about conversion of women,” he says to justify his mission. “Recently, three Hindu girls were brought to me. I named them Benazir, Sanam and Nusrat,” he reveals, with the righteous air of someone who had bestowed a favour. “These Hindu women are mistreated by their husbands who do nothing but watch TV.”

The Pir rubbishes the allegation that he converts abducted Hindu girls. The unwilling are sent back. Yet, he adds in the same breath, “In many cases Hindu girls are kidnapped and kept as keeps. But these keeps are not converted. But believe me, they are very happy.”

I express the desire to meet the women whom he had converted and found sanctuary with him. The Pir agrees, even allows us to photograph them, contrary to the local tradition. Into the room, the women walk. Rehana, 50, was earlier Nabee; she converted three years ago, after the death of her husband. “I had no one to turn to. If we do not convert we would not be helped by this family.” It was the same reason for 35-year-old Mariam, who came here seven years back. “Under the Pir’s protection, I earn at least Rs 200 a month.” Ruksana was earlier Chotee, and hails from Umerkot. Extreme poverty and a drug-addict husband persuaded her to take the extreme step. “I brought my four kids as well,” she declares.

As I talk to these women, I realise most of them are widows or wallowing in poverty. I mention this to the Pir. He says, “The government is responsible for all Hindus and non-Hindus. When the government doesn’t help them, they come to us.”

Forced or economically enticed, the Hindu converts do not symbolise Islam’s appeal. Rather they represent the state’s failure to provide succour to the poor and protect their religious rights. Perhaps it’s also symptomatic of the sickness afflicting the Pakistani state. As they say, the condition of the minorities is an indicator of a nation’s health.

Bangladesh and now Independent Baluchistan

Pakistani politicians and army officials blamed people of East Pakistan as being burden on Pakistan’s treasury. They were called coward and beggars. Today, Bangladeshi economy is better than Pakistan’s. Today Bangladeshi Taka is better than the Pakistani Rupee in international market. Today, Pakistan is begging Bangladesh to play cricket in Pakistan with assurance to provide them full security so that the Pakistani image can be restored for holding international cricket events in Pakistan.

There is no question that the situation in Baluchistan is alarming and needs urgent attention….Military operation cannot be the solution – Pakistan should not forget what happened in East Pakistan.”

First East Pakistan to Bangladesh and now towards Baluchistan to Independent Baluchistan, political reasons may be un-identical but the tale of injustices; ignorance and autocratic behaviour of Pakistani establishment and civilian federal bureaucracy remain the same.

Mercenaries for the Middle East – Dr Mohammad Taqi

In his 1983 masterpiece, Can Pakistan survive? The death of a state, Tariq Ali opens the section on Pakistan’s foreign policy during the Z A Bhutto days with the above quote from Trotsky. After duly recognising the limitations of generalising this aphorism, Tariq Ali had noted that many third-world capitals pursue a foreign policy closely mirroring their domestic economic and political policies but perhaps none has done so more grotesquely than Islamabad. Tariq Ali had written:

One of the commodities exported was labour, and the remittances sent back by migrant workers provided nearly 20 percent of the country’s foreign exchange earnings. It was also reported that 10,000 Pakistani prostitutes had been dispatched to the Gulf states by the United Bank Limited (UBL), to strengthen its reserves of foreign currency. Soldiers and officers were also leased out as mercenaries to a number of states in that region. In some ways it was telling indictment of the Pakistani state that it can only survive by selling itself to the oil-rich sheikhs.”

The Pakistani military establishment’s cooperation with Arab dictators obviously dates back to the Ayub Khan era and the UK and US-sponsored Central Treaty Organisation (CENTO) or Baghdad Pact of 1955. However, the surge in the export of mercenaries that Tariq Ali was alluding to was not because of the western sponsorship of such legions but because Pakistan, in 1971, had declared a moratorium on repayment of its foreign debt and had to look for financial aid elsewhere while the IMF would again agree to a loan (which it eventually did). While one cannot confirm the veracity of the claim about the UBL’s venture, the events of the last several months show that somehow the grotesque mediocrity of the Pakistani establishment keeps repeating its antics, as far as the export of the mercenaries goes.

The Arab spring has created unique geopolitical scenarios where old alliances are falling apart — or at least are no longer trustworthy — while new realities are taking shape much to the discontent of regional autocrats. I have repeatedly stated that Barack Obama’s instinct is to side with the democratic movements in the Middle East and North Africa, without intervening directly, even though cliques within his administration have been able to drag him into the Libyan morass. Obama’s handling of Hosni Mubarak’s fall did not go well with Saudi king Abdullah and the bitter exchange between the two, during a phone conversation, is rather well known. The wily Saudi monarch subsequently concluded that if there were to be an uprising in his courtyard, the Americans would not come to his rescue. And unless a smoking gun can be traced to Tehran, Abdullah is right. With Obama getting re-elected — yes I said it — in 2012, the Saudis have chosen to exercise other options that they have heavily invested in, for decades, to protect their courtyard and backyard.

The Saudis know that it is nearly impossible for any political uprising there to physically coalesce, due to the population centres being geographically far apart, to cause direct threat to Riyadh. But they also know that the democratic contagion can spread at the periphery of the Kingdom, with the oil-rich Eastern province slipping out of control quickly or the disquiet at the Yemeni border keeping Riyadh distracted (the latter was tested by both Gamal Nasser and Iran). The Saudi plan, just as in the 1969 bombing of Yemen by Pakistani pilots flying Saudi planes, is to use the trusted Pakistani troops to bolster the defence of not only the Saudi regime but of its client states like Bahrain.

It is not a surprise then that before Saudi Arabia invaded Bahrain on March 13, 2011, the chief of Saudi Land Forces, General Abdul Rahman Murshid visited Pakistan and before that, on March 9, met General Ashfaq Pervez Kayani. Bahrain had already requested and received assurance for military help from Pakistan in late February 2011. In fact, a leading Urdu paper carried an advertisement from the Fauji Foundation Pakistan on February 25 and March 1, seeking men for recruitment to the Bahrain National Guard. The qualifications sought were the following: age 20-25, height of six-feet or taller and military/security service background especially in riot control, which suggest that enrolment was not exactly for the Manama Red Crescent Society.

After the Saudi army brutally crushed the uprising in Bahrain, the Foreign Minister of Bahrain, Sheikh Khalid bin Ahmed al-Khalifa, met with Prime Minister Yousuf Raza Gilani and the State Foreign Minister Hina Rabbani Khar. While the Bahraini media splashed pictures of the handshake between Ms Khar and Sheikh Khalid, announcing Pakistani support to Bahrain, the actual backing had been pledged by the Chief of General Staff, General Khalid Shamim Wayne, whom the Bahraini minster met on March 29.

In her article titled ‘Bahrain or bust?’, Miranda Husain writes: “Chomsky believes Pakistani presence in Bahrain can be seen as part of a US-backed alliance to safeguard western access to the region’s oil …The US has counted on Pakistan to help control the Arab world and safeguard Arab rulers from their own populations… Pakistan was one of the ‘cops on the beat’ that the Nixon administration had in mind when outlining their doctrine for controlling the Arab world.” Ms Husain and the American Baba-e-Socialism (Father of Socialism), Chomsky, conclude with the hope that Pakistan should not meddle in the Middle East.

I believe that Chomsky’s reading of the situation in the Persian Gulf is dead wrong. It is the divergence — not confluence — of US-Saudi-Pakistani interests that is the trigger for potential Pakistani involvement there. The Pakistani brass’ handling of the Raymond Davis affair and now its insistence — through bravado, not subtlety — on redefining the redlines with the US indicates that just like the 1971 situation, an alternative funding source to the IMF has been secured. The Pasha-Panetta meeting has raised more issues than it has solved. Pakistani-Saudi interests are at odds with the US and are confluent with each other.

From the Kerry-Lugar Bill to the Raymond Davis saga, the mullahs have been deployed swiftly to create an impression of public support for the establishment’s designs. Last Friday’s mobilisation of the religious parties in favour of the Saudis is the establishment’s standard drill and will be repeated as needed. The Pakistani deep state apparently has decided to keep selling itself to the oil-rich sheikhs. The domestic policy of coercion and chaos will be continued in foreign lands too.

Ruk Station and Sufi Saint singer and musician of Sindh, martyr (Shaheed) Bhaggat Kanwarram are synonyms. Ruk station is the place where this legend and icon of religious harmony, Ahansa and peace was murdered in November 1-2, 1939. His voice was very melodious and ranged over a very wide scale. His recordings of devotional songs were famous all over Sindh.  His songs broadcast regularly over radio Ceylon (Hindi Service) during 1950s & 60s. Sufi mystic Saint Bhaggat Kanwarram and master chander’s songs were also broadcast from Radio Hyderabad, Sindh but dictator Ayoub Khan put ban on both legend singers of Sindh. The songs of both singer were banned up to dictator Zia’s rule. Their songs came back again to Radio Pakistan Hyderabad, when Benazir Bhutto’s elected democratic government came in power after the long “Movement for Restoration of Democracy” (MRD – 1983 and 1986).

Sindhis in Pak army

Mr. Azhar Ali Shah has extracted some interesting information about 14 Army chiefs of Pakistan (of course none of them was Sindhi) from Wikipedia. He has asked the knowledgeable persons to comment on the authenticity of the information since any one can add information to Wikipedia. He interestingly notes that except for one Army Chief, all other 13 chiefs superseded their seniors, denied the orders of head of state, seized the power though coup ….
