Kayani takes exception to public discussion on agencies
ISLAMABAD – Tacitly registering his concern over the debate in the media on the role of the army and the Inter-Services Intelligence (ISI), Chief of Army Staff (COAS) General Ashfaq Kayani on Wednesday said “the national institutions should not be undermined”.
Today a news article in Dawn revealed the shocking case of female students and staff members forced to offer sexual favours in return for grades and demands of their immediate superiors.
I do not believe that this news is “shocking” because such cases are a rarity. In fact I believe that such cases probably proliferate throughout educational institutions, or indeed in any institution where men are in a position to extract sexual favours. This case is shocking because of the International Islamic University Islamabad’s indifference to these cases and its efforts to cover it up. Further, they have tried to justify their actions by claiming that they hushed up these allegations to protect the parents of female students and the reputation of the institution.

… For God’s sake, will our political leaders never learn? Will they forever be hostage to the Deep State and to the conspiracies spun by it? It is all very well for the PML-N to take the Murky Memo Matter to the Supreme Court, but have its leaders who I consider my friends, ever considered the fact that whilst Mansoor Ijaz’s allegations against the federal government and its officials were immediately ‘investigated’ by the top spook himself and a public indictment issued, the same person’s allegations against Shuja Pasha weighing the possibilities of carrying out a coup against a sitting elected government have been laid to rest by a mere press release of the ISPR denying any such thing?
While it is much exercised by the Murky Memo, does the PML-N find nothing wrong in the allegations against Pasha? Will it not ask for a thorough investigation by an agency/agencies of state, say the IB and the FIA? The ISPR says Pasha did not visit any of the countries mentioned on the stated dates, but did he visit them on other dates? Has anyone forensically examined his cell phones? Or his passports — if he goes through the usual procedures of travelling abroad like the rest of us, of course?! Am I right when I say that our generals are Teflon-coated; that nothing sticks to them; that they are faultless, blameless, and doubly-blessed? That the only bad is in the ‘bloody civilians’?
I have now written for many years that the only way that the politicians can see off the great threat to themselves posed by the Deep State is to stick together come hell or high-water. They must stand shoulder-to-shoulder to prevent that scourge of democracy, the Deep State, from always driving the agenda: giving a dog a bad name and then hanging him. The most effective weapon in its arsenal is spreading rumours about a government’s corruption and ineptness. In this they make no exceptions: exact same allegations were placed at the PPP’s door as were placed at the PML-N’s. I have long said too, that if this present government does not complete its tenure, neither will the next one. But is anyone listening?
No one is, because the fact of the matter is that the real aim of what is going on is to deny the PPP the majority in the Senate that will surely be it’s if it is allowed to stay in power until the elections in March. Simple, but very bad politics, for will the PPP not destabilise the PML-N government when IT comes to power?
A quick question to my friends in the PML-N who so want the government to be rolled up immediately if not sooner and elections held in the next two months: Do you really think that the powers will allow a snap election when its preferred ‘Third Force’ is still girding its loins?
I am most sad.

– Ruling out negotiations: ‘Taliban talks futile’
With no headway being made, Afghan President Hamid Karzai and his top aides have hinted that they may abandon efforts at peace talks with the Taliban after concluding that negotiating with the militant leadership was futile.
Instead, Karzai has said, negotiations should actually be held with Pakistan – an apparent dig at Islamabad, which is regularly accused of harbouring the Taliban’s senior leadership.
The comments come on the heels of fresh allegations that the assassination of Afghanistan’s top peace negotiator Burhanuddin Rabbani in Kabul was planned in Pakistan. Rabbani was killed in a bombing by a purported Taliban emissary who had come to visit the former Afghanistan president last month.
The frustration with stalled talks and the escalating violence come months before a key conference is to be held in Bonn, Germany – where it is expected that the Afghan end game will be charted. There had been reports that the Taliban leadership would be involved, in some manner, about the future of the war-torn nation.
“The peace process which we began is dead,” Rangin Dadfar Spanta, Karzai’s national security adviser, said in an interview on Saturday. “It’s a joke,” The Wall Street Journal reported.
Karzai and his aides have decided to shift their efforts on putting pressure on Pakistan, which has allegedly provided aid and sanctuary to Afghan insurgents.
“Their messengers are coming and killing … So with whom should we make peace?” Karzai said in the recorded address to the country’s senior religious leaders.
“I cannot find Mullah Muhammad Omar,” Karzai said, referring to the Taliban supreme leader. “Where is he? I cannot find the Taliban council. Where is it? “I don’t have any other answer except to say that the other side for this negotiation is Pakistan.”
Afghan officials have also unilaterally cancelled plans to host a trilateral meeting on Oct 8 with Pakistan and the United States. Instead, a special Afghan delegation will present Pakistani leaders with evidence about the killing of Rabbani, WSJ reported.

KABUL: Afghanistan said on Sunday that the suicide bomber who assassinated Afghan peace negotiator Burhanuddin Rabbani was a Pakistani national.
Tensions between the neighbours have been rising amid allegations from Afghan officials that Pakistan and its powerful ISI intelligence agency masterminded Rabbani’s assassination and are seeking to destabilise Afghanistan.
An investigative delegation established by President Hamid Karzai said evidence and a confession provided by a man involved in Rabbani’s killing on Sept. 20 had revealed that the bomber was from Chaman and the assassination had been plotted in Quetta, both on the Pakistani side of the border.
“It proves that the assassination of Professor Rabbani was hatched in Quetta and the man who carried out the suicide bombing is a Pakistani national,” the delegation, led by Defence Minister Abdul Rahim Wardak, said in a statement issued by the presidential palace.
“The documents and evidence in hand, details of other accomplices and their phone numbers have been handed over to Pakistan to make arrests,” it said.
Rabbani’s killing derailed efforts to forge dialogue with the Taliban to end the 10-year war, and raised fears of a dangerous widening of Afghanistan’s ethnic rifts.
The High Peace Council, which Rabbani headed, reiterated earlier comments by Karzai that negotiations should continue, but with Pakistan, rather than the Taliban.
“For the groups that are tired of conflict and want to end the killings and destruction inside the country, peace efforts must continue,” the council said in a separate statement issued late on Sunday.
“But because of those who hide in Pakistan with no known address, who send killers (to Afghanistan), we must negotiate with Pakistan instead.”
Hundreds of Afghans took to the streets of Kabul on Sunday to condemn recent shelling of border towns by Pakistan’s army and accuse the ISI of involvement in Rabbani’s killing.

ISLAMABAD: Pakistan would not tolerate any incursion on its territory by US forces targeting militant groups, Interior Minister Rehman Malik said on Thursday, calling for Washington to provide the intelligence Islamabad needs to take them out itself.
Malik also rejected US allegations that the Inter-Services Intelligence (ISI) agency aids or has ties with the Taliban-allied Haqqani Network, a powerful guerrilla group that straddles the mountainous border areas between Afghanistan and Pakistan.
“The Pakistan nation will not allow the boots on our ground, never. Our government is already cooperating with the US … but they also must respect our sovereignty,” he told Reuters in an interview, insisting that Islamabad wanted US intelligence, not troops, to root out insurgents inside Pakistan.
Admiral Mike Mullen, chairman of the US Joint Chiefs of Staff, this week accused the ISI of using the Haqqani Network to wage a “proxy war” on NATO and Afghan troops in Afghanistan.
Some US intelligence reporting has alleged that the ISI specifically directed, or urged, the Haqqani Network to carry out last week’s attack on the US embassy and a NATO headquarters in Kabul, according to two US officials and a source familiar with recent US-Pakistan official contacts. ….

At a massive public gathering in Lyari on Friday, the former home minister claimed he had apprehended target killers from ‘sector offices’ with heavy arms and ammunition but had to release them on Rehman Malik’s orders.
In a fiery speech at the end of a several-hour-long rally across the city, Mirza alleged that Malik had warned him that the army and the Inter-Services Intelligence would topple the government if target killers were arrested.

– Pak media professionals slam security analyst Zaid Hamid

Islamabad, Aug 18 (PTI) Leading Pakistani media professionals and civil society leaders today condemned security analyst Zaid Hamid allegation that the South Asian Free Media Association (SAFMA) was acting at the behest of Indian intelligence agencies.
In a statement, the media and civil society personalities said they had “taken serious exception to the unfounded and shameful accusations hurled by an irresponsible person against a media body of most credible journalists of the South Asian region”.
Hamid, who is known for his anti-Indian stance and for backing jehadi and extremist groups, had made the allegations on a sensational talk show hosted by anchor Mehr Bukhari on Dunya news channel.
The media and civil society personalities said Hamid”s remarks violated “all ethics of professional journalism”.
They said SAFMA was a “mainstream media body associated with SAARC”.
“If Mr Hamid has committed an extreme defamation which incites public sentiments against SAFMA and its thousands of members, MB (and the) D– TV management have intentionally tried to malign a media body and its leaders by allowing such a provocative and damaging statement,” the statement said.
The media and civil society leaders expressed serious concern over the “slanderous programme” anchored by B— and took exception to the “dangerous trend in the electronic media of maligning various personalities and credible organizations”.
They pointed out that the talk show had made no effort to invite a SAFMA representative to rebut the “atrocious allegations”.
Senior journalists and civil society leaders have endorsed a move by SAFMA to sue Bukhari, her team and the management of — TV.
SAFMA Secretary General Imtiaz Alam and other office-bearers of various SAFMA branches in Pakistan have decided to issue notices to the persons for their “highly irresponsible and provocative conduct”.

– Benazir Bhutto murder case: Musharraf declared absconder

ISLAMABAD: Pakistan’s former military ruler Pervez Musharraf has been declared an absconder after a court in Pakistan’s garrison city of Rawalpindi accepted the interim chargesheet submitted by the investigation agency, which named the ex-president as an accused in the Benazir Bhutto murder case.
Investigators of Pakistan’s leading Federal Investigation Agency (FIA) submitted a chargesheet in Rawalpindi’s anti-terrorism court on Monday, listing Musharraf as one of the accused in the assassination of the former two-time prime minister Benazir Bhutto.
The court accepted the challan (chargesheet) after the testimony of police officials detained for alleged dereliction of duty over the assassination of the former PM. Former Rawalpindi police chief Saud Aziz and superintendent of police Khuramm Shazad were arrested last December after allegations were levelled against them for providing inadequate security to the former premier, hosing down the crime scene and destroying the evidence.

Islamabad: The May 2 Abbottabad operation, which resulted in the discovery and murder of world’s most wanted terrorist, Osama Bin Laden at the hands of US Navy SEALs has brought the civil-military relationship in Pakistan to a new low. The mistrust between the two has increased manifold. It is feared that the imbroglio may end up in the pack up of another democratic dispensation.
Observers are unanimous that the country’s civilian leadership was stunned at the news and couldn’t respond quickly to it but they are really surprised at the response or the lack of it by the military leadership. They feel that the military hierarchy’s behavior was quite perplexing. They were remarkably silent and seemed quite oblivious in the first few days after the US operation as if nothing had happened. Later they mishandled the issue in the media and attempted to undermine the political leadership. That raises concerns of the people about junta’s intentions towards the democratic government.
Sources in the power corridors have confided to this scribe that the civilian leadership is taking many questions into account so as to regroup and formulate a counter strategy. Every single move by the army chief and other military top men is being minutely watched and analyzed. The civilian leadership is quite unhappy over the recent statement of top ranking military leadership regarding the government in its post Osama briefing to media and anchorpersons. The address of Army Chief General Kayani to Garrison Officers at three top cantonments has also caused concern amongst the civilian leadership through which an impression was given that the civilians are ineffective and it is they who are making damage control efforts despite a huge understanding on the issue between the President, Prime Minister and the Army Chief, sources maintained.
The civilian leadership sincerely intends to control the damage but for many reasons it is clueless and directionless, sources observed adding that every effort of independent inquiry was thwarted and blocked by the military, thus an inquiry under Adjutant General has been constituted. How come a serving subordinate will be able to conduct an independent inquiry against his immediate bosses, asked a sitting minister however adding that everybody will have to wait for the outcome of the inquiry being conducted by army itself.
On the other hand civilians are trying to get answers of many questions including the one that whether or not they have been ditched by the intelligence networks. The people also want an answer to the question if OBL’s presence in Abbottabad was in the knowledge of the relevant agencies and military leadership.
Meanwhile, sources observed that a sizeable number of the civilians seriously believed that they have been ditched. A serious question is being raised in view of the recent statements by some neighbors pointing out that when they heard the blast after the helicopter crash, they tried to approach OBL’s compound but they were stopped by some guards speaking Urdu.
These statements, in view of some sources, clearly indicate that an earlier report carried by Indus Herald that some soldiers were provided for outer cordon was correct. This also indicates that a section of Pakistani establishment knew about a US strike, but they might not be privy to the details of the proceedings.
A section of media and politicians are also looking for an answer to the question that if the operation was done in total dark and without a prior information of Pakistan, then how come the people who have been arrested after the operation from the compound did not escape although they got at least 15 minutes before the arrival of any Pakistani security personnel? Hamza bin Laden is believed to have taken the advantage of the time gap and ran away from the scene as reported by the British media is quite a good evidence in support of the above argument.
The president and the other PPP leaders wanted an independent inquiry to be held, but they had to accept the decision by military leadership as desired by Army Chief sources said adding that the powers that be asked civilians to stay away from the damage control efforts and they will be the ones who will be responsible to take on the situation and control the damage, but the situation deteriorated with every passing day. However, the military leadership was not happy with the way some TV channels sparked debate and took them to task with strong words and allegations of incompetence and negligence.
It is also said that the president has been advised that besides the inquiry announced by the military leadership, an independent parliamentary inquiry commission with presence of opposition leader Ch. Nisar, and some of the top retired judges must be set up. However, the sources observed that the government would be packed up if such an inquiry were established. It is also believed that the president is willing to set up such an inquiry with Army Chief and other military leadership on board.
Meanwhile, a section of media is probing an allegation that the officers in KPK were asked not to leave their station and stay in before the operation and all mobile phones of the uniformed officers were blocked on May 01. However this story has not been confirmed by any reliable source.
On the other hand, sources in the PML-N have confided to this scribe that Mian Nawaz Sharif responded to a May-Day call by the government through unconventional means and rushed to Pakistan. The government wanted to block Ch. Nisar’s cynical criticism. Mian Nawaz Sharif on the first day of his top leadership meeting strongly supported the idea of a demand of resignation of both Army Chief and the ISI Chief, a demand that didn’t get much response earlier. He according to the sources has assured the PPP that any attempt to subvert the Constitution and dislodge the civilian rule will be resisted with full force. At a press conference after the two-day PML-N meeting Mian Nawaz Sharif rejected the inquiry set up by military and demanded a Judicial Commission to look in the matter. Tempers flared in the National Assembly session on Monday as leaders from the ruling Pakistan Peoples Party (PPP) and the Pakistan Muslim League Nawaz (PML-N) traded incendiary allegations against each other.
Opposition Leader Chaudhry Nisar Ali Khan gave a fiery speech, accusing both the military and civilian leaders of incompetence and deceiving the Pakistani people, demanding an independent national commission to investigate the events of May 2, when a US special forces unit killed al Qaeda leader Osama bin Laden in a ‘black’ operation in Abbottabad.
“The nation wants to know how Bin Laden and his family lived in a highly fortified city,” said Nisar in his speech. “What sort of help did Pakistan extend to the US to reach him? We also want to know why the government remained oblivious of the 40-minute operation when all of Abbottabad city was awakened by it. What is the response time of our forces in case of such infringement of our borders?”
Nisar continued his streak of being unusually critical of the military and intelligence services, accusing them of being “asleep” during the US raid. He went as far as questioning the sincerity of the military in protecting the country’s ….

LAHORE: Two Christian women were beaten and publically humiliated by an angry mob over apparently frivolous blasphemy allegations and they and their family are now in hiding for fear of being killed, The Express Tribune has learnt.
“None of our relatives is ready to let us stay with them. They fear the wrath of the extremists, particularly after the assassination of Salmaan Taseer,” a male member of the family said over the phone from an undisclosed location.

They read like the most extraordinary revelations. Citing the WikiLeaks cables, major Pakistani newspapers this morning carried stories that purported to detail eye-popping American assessments of India‘s military and civilian leaders.
According to the reports, US diplomats described senior Indian generals as vain, egotistical and genocidal; they said India’s government is secretly allied with Hindu fundamentalists; and they claimed Indian spies are covertly supporting Islamist militants in Pakistan‘s tribal belt and Balochistan.
“Enough evidence of Indian involvement in Waziristan, Balochistan,” read the front-page story in the News; an almost identical story appeared in the Urdu-language Jang, Pakistan’s bestselling daily.
If accurate, the disclosures would confirm the worst fears of Pakistani nationalist hawks and threaten relations between Washington and New Delhi. But they are not accurate.
An extensive search of the WikiLeaks database by the Guardian by date, name and keyword failed to locate any of the incendiary allegations. It suggests this is the first case of WikiLeaks being exploited for propaganda purposes.
The controversial claims, published in four Pakistani national papers, were credited to the Online Agency, an Islamabad-based news service that has frequently run pro-army stories in the past. No journalist is bylined.
Shaheen Sehbai, group editor at the News, described the story as “agencies’ copy” and said he would investigate its origins. …

Perhaps the most surprising thing about the so-called Afghanistan war logs released by WikiLeaks Sunday is our continued capacity to be shocked. That the war isn’t going as well as advertised is already painfully evident—last week alone, the Taliban kidnapped two American sailors and killed five soldiers. Allegations of Pakistani double-dealing—of accepting a torrent of American dollars with one hand while arming and sheltering the Taliban with the other—are hardly new.
