Goodbye to 1940 Resolution by the Nation of Sindh

The 1940 Resolution was the basis for G.M. Syed’s decision to steer Sindh into the Federation, which will be known as ‘Pakistan!’

However, that 1940 Resolution proved to be a treachery and a dagger that stabbed the independence, language, rights and character of the nations, especially, the three nations of that Federation – Bengal, Sindh and Balochistan! 1940 Resolution has been mockingly and savagely torn into pieces by the deep security establishment of Punjab (aka Pakistan).

1971 Bengalis took their destiny in their own hands and fought for an independent state now known as Bangladesh. The nation of Balochistan has categorically stated that they have nothing to do with the deep security establishment – no more lies and fraud. Balochs are on their way to becoming a Free and Sovereign nation!

There are two choices for Sindh:

1. Remain in deep security state influenced by al-Qaeda ideology and see the extinction of the gregarious nation of Sindh, Sindhi language, vibrant Sindhi culture and brilliant way of life, glorious history and heritage and the ignominious death of Sindhi Nation and civilisation.

2. Get the hell out of deep security state of brutal agencies – and struggle for the Freedom and Independence of Sindh and save the centuries old Indus civilisation of peace, Sidnhi language, culture, history, heritage, values, way of life and Secular Sufi traditions of Sindhiyat.

Nation of Sindh should decide that no more reliance on 1940 Resolution, no more being part of this fraudulent system and no more being dictated by Punjab-dominated and al-Qaeda influenced security establishment!

Through the freedom March on 23 March 2012 in Sindh’s capital, Karachi, Sindhis conveyed a strong message to the security establishment of Pakistan/Punjab that even fighting for democratic rights as per the 1940 resolution is now meaningless for Sindhis.

We had a discussion session on 1940 resolution on 31 march and consensus was that it is no more, morel or legal binding on Sindhi’s to abide by our decision to join Pakistan in the past. Reviewing the Sindhi Media and listening to people (specially after freedom March on 23 in Sindh’s capital Karachi) conveys strong message that Sindhi people at large are getting convinced that even fighting for democratic rights as per 1940 resolution is meaningless now. Long live Sindh Long live Sain GM Syed − The heirs of Sindh, My dear sisters and brethren! − I welcome you all cordially who came here from nook and corner for gathering in the capital city Karachi which is not only capital city but the heart of Sindh. − − عمر يست ڪه آواز منصور ڪهن شد − من از سرنو جلوه دهم دارو رسن را − (Time has elapsed that the voice of Mansoor has been obsolete; I want to re-embellish ropes and hang) − Sons of Sindh! − Pakistan has never been a country in any episode of history but the Sindh has remained such a motherland since thousands of years and has been bestowed with bounty of natural resources including fertile agricultural lands, roaring Indus River and coastal belt. Therefore the populace of Sindh has been the custodians of civilization when it was newly evolving elsewhere. − Out of excavation of Moen-Jo-Daro it reveals that the Sindh has traversed the different periods of olden civilizations since the period of Euphrates, Samaritans and Babylons. Goodbye Pakistan Resolution, says JSQM chief

Karachi – As the nation celebrated the 72nd Pakistan Day with much enthusiasm across the country, Jeay Sindh Qaumi Mahaz chairman Bashir Qureshi bade “farewell” to the 1940’s Pakistan Resolution and demanded independence for Sindh.

Speaking at a rally, which was, ironically, organised on M A Jinnah Road close to the mausoleum of the founder of Pakistan, Qureshi said that Sindh contributed 80 percent of revenue to the federal budget and the Sindhis had therefore the right to make their own decisions.

He said that “Punjab has usurped the resources of Sindh in the name of Pakistan [and Islam]” and that there was no country named Pakistan in history. “Pakistan is not a country and Pakistanis are not a nation.” The JSQM leader said that for the past 65 years “the Punjabis have usurped the resources of Sindh.”

The party had announced an “Azadi March” on the 8th of this month and since Friday morning activists of the party, carrying their red party flags on motorbikes, private cars and trucks, had been reaching the rally site from various part of the city.

The activists were shouting the party slogan: “Tunjho Desh, Munjho Desh, Sindhu Desh Sindhu Desh” on their way to the rally. The rally caused a major traffic jam on Sharea Faisal bringing vehicles to a standstill.

Addressing a crowd holding the party flags, the JSQM chief said that the he believed that the Urdu-speaking people were part of the Sindh nation and that “their future lies in Sindhu Desh”.

On the issue of Balochistan, he said that the largest province of the country deserved freedom from Punjab’s hegemony as did the province of Sindh. He said his party did not believe in violence.

Delving into history, he said that the British merged Sindh with Bombay. Warning the people of Sindh, he said that the “enemies always have had an eye on Sindh’s quota”. Qureshi also warned that projects like Zulfikarabad City were a conspiracy hatched against the people of Sindh to turn them into a minority in their own province.

Addressing the participants, Jeay Sindh Qaumi Muhaz Chairman, Bashir Qureshi said that Sindh had voluntarily merged itself into the country under 1940’s Pakistan Resolution but now its people were disowning it as the resolution had failed to protect rights and autonomy of the province during last 65 years.

The Sindhi nationalist leader announced that his party accepted Urdu speaking population in Sindh during the partition and considered them part of Sindh, adding, the Urdu speaking population would have to take steps for Sindh and its people sincerely and would prove their attachment with Sindh. …..

Betraying the 1940 spirit?

The Pakistan Resolution promised to safeguard the rights of the Muslim minorities living in the Muslim-majority provinces of British India; it sought independence and sovereignty for those provinces outside the independent Indian Union.

However, the struggle took a new turn after the creation of Pakistan, when Bengali, Pashtun, and subsequently Sindhi and Baloch nationalist movements rose to press for provincial autonomy. Later, a powerful federation embracing the idea of the ideological state also led to alienating the country’s religious minorities. Many have come to live in fear because discrimination against them has been given legal cover, in effect, depriving them of equal rights. Here, leaders from various political parties speak of their respective party’s stance on the issues that haunt Pakistan’s minorities, and on ways to redress the problem…

National party is secular, democratic & secular. We do not believe in minorities, all citizens are equal & must not be discriminated against on the basis of caste, creed or religion. It is matter of great concern for us that the state discriminate against own people in the name of religion.

We have to fight against this constitutionally by making Pakistan a secular state. National party has protested in each & every case of discrimination against Hindus & Christian. Hindus in Balochistan are being victimised by religious groups & criminals. Religious fundamentalism is a major threat to non-Muslim communities, against which political parties & civil society must rise. The solution is a strong, secular & democratic Pakistan.

People must stop pro-dictatorship forces from destroying democracy in Pakistan

Multi-dimensional Tragedy

The non-democratic forces in Pakistan that include elements from military, judiciary and some their protege political parties are fast moving to take over Pakistan. The goal of their unholy alliance is to bring back dictatorship and impose their twisted views on the people of Pakistan. It is time for all those who wish to democracy to prevail and Pakistan to move towards the vision of 1940 resolution to fight back and prevent undemocratic forces to succeed in their evil designs.

Plot of deadly Consequences

The conspiracies to find a way of least resistance with minimal political backlash have been going on for some time. First, one of their operatives implements a set-up to lure former ambassador of Pakistan in USA (Husain Haqqani) into a plot to write a fake memo on the behalf of civilian government to the US government. The memo asks for help in case of a military attempt to topple the elected civilian government and help it to reduce the control of military over Pakistan’s decision-making process. In return, the civilian government allegedly promises USA to nominate international members of a commission and reduce the role of ISI in protection of nuclear arsenal of Pakistan. The writer of that memo (Mansoor Ijaz) then turns around and writes a story in a newspaper that he wrote and sent a letter to a US official on behest of the Pakistani ambassador. Immediately thereafter, the head of the Pakistan’s Inter-Services Intelligence (ISI) agency (General Pasha) flies to meet Mansoor Ijaz to London and takes his statement without securing any authorization from the civilian government of Pakistan. After returning to Pakistan, the ISI General files that statement with the Supreme Court against the civilian government. The Supreme Court which has already hostile to the Civilian Government for the delay in restoring the former Chief Justice who was fired by former dictator General Musharaaf shows more than eagerness to move against the civilian government.

Mr Ijaz also alleged in an interview in December that soon after the Bin Laden raid, the Chief of Pakistan’s Inter-Services Intelligence (ISI) agency (General Pasha) visited several Arab capitals in an attempt to secure their support for toppling of the civilian government.

In a move that many call as violation of constitution, the Supreme Court has appointed a commission for further investigation and actions. Many fear that it just a matter of few days when the biased court will give verdict against the democratically elected civilian government. This verdict that will be implemented by the military which appears to have developed the dislike for the present government for its attempts to secure control of foreign affairs and country’s security matters from the military.

Many Pakistanis strongly suspect that this plot is thinly veiled attempt by the hostile Supreme Court and present military leaders to push the current government from power. One commentator is quoted as saying “You could say what we’re seeing is a slow and gradual coup taking place, eating into the moral authority of the civilian government.” Another Pakistani said “A national political crisis has been engineered on the basis of an unsigned memo, the contents of which are exceedingly unrealistic but have somehow compromised national security.”

The consequence if this deadly plot succeed would be that both President Zardari and former US ambassador, Husain Haqqani could face treason charges. The history of Pakistan’s high courts provides ample evidence that Sindhi politicians never receive justice from them. Like President Zulfiqar Ali Bhutto, this President Asif Zardari too could end-up in gallows.

One day, either people of Pakistan will turn the system the other way around or the federating units will walk away from this so-called security state.

A sad story of Pakistan’s military, bureaucratic, judicial, political, and religious leadership has been nothing but a sorry account of power abuse, corruption, conspiracies, hatred, and betrayals. Faisla Aap Ka is a socio-political show hosted by Asma Shirazi which aims to highlight issues faced by the common people. The program is designed as an outdoor based talk show which emphasizes and showcases issues and concerns of people. The anchor seeks street opinion and comments of the public. … The language of the program is urdu (Hindi).

HEC issue to end up in the Supreme Court

KARACHI: It is true that after the passage of 18th Constitutional Amendment, the Pakistani federation is inching towards the constitutional sketch made public in the Muslim League’s famous 1940 Lahore Resolution. However, this journey is not without a tough resistance by the country’s entrenched pro status quo centripetal forces, who would like to see a strong centre at the expense of federating units. Nothing highlights this phenomenon better than the drama around the planned devolution of the Higher Education Commission (HEC) announced recently.

Soon after the announcement, a smear campaign was launched by centripetal forces, who have been advocating and supporting the status quo based on numerous technical and legal grounds with apocalyptic predictions. …

Whither Pakistan

The leadership of the Muslim League came mostly from provinces which were not parts of Pakistan. Jinnah, like all autocrats did not tolerate difference of opinion and had excluded the bright and the intelligent like Suharwardy and Fazal Haque while promoting Liaquat and Nazimuddin …

…. Jinnah, in a singularly misconceived move towards national integration, declared that Urdu and only Urdu will be the official language of Pakistan. That, I believe, was the first nail.

Jinnah, while he lived, kept all the levers of power in his hands. Liaquat, PM in name, did not even enjoy the powers White House chief of the staff does.

Jinnah died. Liaquat did not have the authority to embrace his legacy. The power brokers in West Pakistan would not allow the drafting of a constitution which would give representation proportional to the population of East Pakistan. I recall mullahs gave the argument that if you took out 20% of the population of the East who were Hindus, the numbers between the two wings would be equal. Some even suggested that Hindus be made to pay Jazya. Finance minister Ghulam Muhammad pointed out that they would in that case be exempt from taxes. That shut the mouth of the religious lobby.

Liaquat was reduced to offering a basic principles resolution (Qarardad e Maqasid), which declared Pakistan to be an Islamic State. That put paid to Jinnah’s legacy of separation of faith and state. ….

…. Yahya arranged an election on the basis of adult franchise. Mujib got overall majority and could garner two third majority with the help of smaller provinces. There was no problem with making Mujib the PM, except personally to Bhutto, but he wanted autonomy of the kind Jinnah had insisted on in pre-independence India. ….

….. Pakistan was further burdened by immense military expenditure, which necessitated an unholy mass of debt. All nation building measures remained in the limbo. Infra-structure, education, health, research and industry remained stunted. ….

Sindh has been robbed literally due to the “Policy of Centralization” in the name of Islam and Pakistan

HEC’s devolution to provinces opposed

In my opinion, the recent decision by the Pakistani Government to devolve HEC into provincial HECs is overdue and must be carried out. As a matter of fact, I recommend to Dr. Javaid Laghari to not only support this decision but also help to ensure that it is implemented fully and that he should assume the role of Sindh HEC and make it one the best educational institutions in Pakistan and in the world as he did with ZABIST.

I do not know of any federal-level powerful higher education authorities in any federal state in the world as we have in Pakistan. Using the name of Islam and Pakistan, the establishment of Pakistan has been imposing unnecessary and inefficient centralization on the provinces/ States/ Republics. The tool of “centralization” has been used to discriminate and exploit smaller provinces and usurp resources of Sindh and Balochistan for the benefit of other provinces. Neither Canada has a federal HEC nor USA and other democratic and federal countries have created such institutions. In other countries where a federal-level commissions exist, their role is very limited and constrained to advise on standards.

The reason that Sindh’s Education Ministry is inefficient has no relevance whether or not Pakistan’s HEC should be devolved. The federal Education Ministry and HEC both have history of discrimination against Sindhis and denying due share in educational opportunities in Pakistan. The same rational of inefficiency is given for centralized control of Sindh’s resource industries such as coal, oil, gas, and ports.

The fact that few Vice Chancellors and educationalists from Sindh do not support devolution of HEC is the same as some pro one-unit establishment organs gave when the people of Sindh, Balochistan, and Pakhtunkhwa demanded dissolution of one unit. Such pronouncement did not succeed then and they will not stop devolution of HEC and other federal agencies and departments returning them into their provincial jurisdictions.

As a highly super centralized state, Pakistan is increasingly failing and is now considered one of worse countries on most human development factors. It is time that it’s setup is reorganized on the basis of the 1940 Resolutions, which is the fundamental principle for various provinces/ States/ Republics to join Pakistan.

23RD MARCH 1940 – WHAT OUR YOUTH MUST KNOW ABOUT?

The Pakistani youth of today seem to be simply ignorant of the historical background of the creation of Pakistan. The reason is mostly to do with detest of theirs for Pakistan Studies while at schools. Based on my interaction with many of them, it is my considered opinion that there is a weakness and void out there amongst our youth vis-à-vis history of Pakistan.

GM Syed’s birth anniversary today

KARACHI – The sleepy town of Sann in Dadu district lights up twice every year for GM Syed, the founder of the Sindhi nationalist movement – on January 17 for his birth anniversary and in April for his death anniversary.

While Syed and his followers are branded as traitors now in the mainstream narrative on account of their demand for an independent Sindh, few are aware of the fact that in 1940, as then-Sindh education minister, Syed was the first person from the Muslim League to table the Pakistan Resolution. As such, the Sindh Assembly was the first to demand the creation of Pakistan in as many words. He later dissociated himself from the party over disagreements with the leadership, including Muhammed Ali Jinnah.

Disillusioned eventually with what he referred to as the hegemony of certain ethnicities and classes over the polity of the newly-formed country, Syed distanced himself from the idea of Pakistan, and thus began a movement for the ‘independence’ of Sindh. Today, if one goes by the sheer number of people who visit Sann every year to pay homage to him, one would understand how much currency GM Syed’s ideology that combines nationalism with communism and Sufism has in Sindh. He also warned followers against sectarianism, and preached international peace and harmony: begin with your homeland and liberate it; then liberate the rest of the country; and then spread your ideas to the rest of the world, he said. …

16th December 1971 the day of the demise of two nation theory

16th December 1971 was the day of the demise of two nation theory, a fake theory to control a land under the so-called ideology of one Muslim nation.

Bengalis fought against the illegal, unconstitutional and immoral domination of civil and military establishment of West Pakistan. A very progressive federating unit brawled against the political and economic disparities. Bengalis refused to live a slaves’ life.

We still have time to save rest of the Pakistan by accepting the fact that Pakistan is made of five historical nations and centuries old civilizations. Rest of the country should declare Sindh, Punjab, Pukhtoonkhwa and Balochistan as sovereign federating units as promised in 23 March, 1940 Lahore resolution.

December 16th is a day of inspiration to fight against the civil and military establishments/ dictatorships, who want to make us a garrison state, and we have to continue our struggle to make Pakistan a true federation.

They will never learn

Why don’t the establishment accept 1940’s Lahore resolution of Pakistan ??? which says clearly the word **SOVEREIGN STATES**!! After losing half of country (east Pakistan or Bangladesh), the establishment still dreaming? Why shall the provinces who share 70% of revenue suffer? For what? In which AYAT it is written that Islamabad/ establishment can  exploit other provinces in the name of Islam and Pakistan.

ASK BALOCHI, ASK PASHTOON, ASK SINDHIS, ASK BALTISTANIS, ASK GILGITIES AND ASK SARAIKIS, WHY ALL OF THEM SAY THAT ESTABLISHMENT IS EXPLOITING THEM.
