A representative meeting of Sindh bachayo committee was held here today with Sayed Jalal Mehmood Shah, convener of the SBC in chair.
The meeting took stock of the situation arising out of present Local Government issue and deliberated on its sinister effects on the unity and harmony of Sindh.
The meeting was of the opinion that PPP Government second attempt to bring about new Local Government law in the province amounted to sabotaging the unity of Sindh and relegating the status of Sindh to a post office.
It said that last year on August 5, same effort was made to divide Sindh administratively and deprive it of its authority but same was foiled by the Sindh Bachayo Committee by its historic protest and strike on 13th August 2011.
It said that the PPP government has again attacked the unity of Sindh by issuing extra constitutional and illegal ordinance in the darkness of night. Such an action was akin to declaring martial law because martial laws have been dedared in the darkness of night.
It further said that from 1947 to this day Sindh Assembly has never been allowed to enact local government law and all laws in the shape of ordinances have been issued either by governors or presidents. Repeating past history, extra-constitutionally appointed governor of Sindh has again issued the ordinance and Sindh Bachayo Committee considers such action as an act of treason against the constitution for which not only Governor Ishrat Ibad but chief minister, Local government minister and other members of Sindh government need to be tried for capital punishment. The person behind whole this conspiracy is President Asif Ali Zardari.
It said that under the constitution provincial subjects such as Revenue, Health, education, police and host of others can not be transferred to municipal authorities and such an effort was aimed at abrogating the constitution for which article 6 must be invoked.
It said that only municipal functions could be given to local government and transfer of any other function amounts not only to violation of constitution but also oath of office as well as mandate of the people.
It said that Sindh Assembly has been made a deaf and dumb institution and Sindh is being run by ordinances. Few days ago, an ordinance was issued to amend Sindh civil servants Act, 1974 legalizing the unlawful appointments of officers who have been appointed in Sindh.
The meeting further said that one unit has been imposed on Karachi by abolishing the role of districts in Karachi for municipal purposes. It said Sindh will never accept such a draconian law and resist it with full might and force.
Sindh Bachayo Committee decided that people of Sindh will observe wheel jam and shutter down strike through out Sindh on 13th September, and it appealed all the sections of society including political parties, social organizations, professional bodies and literary organizations to make it a historic success and fulfill obligation to their motherland.
The meeting further said that until and unless this unconstitutional and illegal ordinance is withdrawn forthwith people of Sindh will not accept in as a genuine law and no local government system would be allowed to be run on its basis.
It said that government wants to install its own political administrators in local government in order to manage general elections and such an effort is aimed at sabotaging the electoral process for which election commission of Pakistan should also take notice.
The meeting said that Sindh needs a local government system based on municipal functions and community development and no powers of Sindh could either be surrendered to federal or local government. This is a ploy to usurp the sovereignty of Sindh and aimed at wresting the control of its cities.
The meeting said that unity of Sindh is sacrosanct and no body will be allowed to tamper it in any maner whatsoever. Sindh is an indivisible state and its authority and sovereignty can not be taken away at any cost.
