If skin constantly renews itself, why are tattoos permanent?

Our skin is made up of an inner and an outer layer: the dermis and epidermis, respectively. The epidermis has an outer coating of dead cells that are constantly worn away and replaced, whereas the dermis is a permanent living layer.

Tattoos are created by placing coloured pigments in the dermis with a needle. The pigment, which is usually made of carbon and therefore, not rejected as a foreign body by the skin’s immune system, becomes bonded to the dermis, although it is clearly visible through the translucent epidermis.
